Minimum Qualifications Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.

OR

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Duties Description The Office of Audit Services (OAS) is responsible for agency auditing, risk assessment, and internal controls activities. OAS is comprised of the Bureau of Internal Audit (BIA), Bureau of Fiscal Audit (BFA), the Bureau of Personal Allowance Audit (BPAA) and the Bureau of Internal Control (BIC).

The Auditor 1 position is responsible for data analysis, support and planning activities conducted and managed by OAS. OAS conducts audits and reviews of state operations that address issues identified by quantitative risk assessments and in response to issues raised by executive management, external control organizations and complaints received from outside stakeholders. OAS also provides assurance, risk management, consulting, and advisory services.
Auditor 1 (under the general direction of an Auditor 2):
• Review supporting work-papers prepared by field staff and check cross-referencing to draft report.
• Keep supervisory staff informed of significant developments that arise in the process of a quality assurance review.
• Evaluate and make judgments about the significance of factual material examined during the course of an audit/review.
• Serve as liaison with other bureaus providing assistance with statistical sampling and database management.
• Create, review and advise on draft regulations and administrative memorandums and audit protocols.
• Participate in meetings and discussions with OPWDD senior management/executive staff and outside agency parties such as the OMIG, HHS, CMS, OSIG, AG, etc.
• Participate in the development, maintenance and delivery of bureau training programs and audit manuals.
• With other supervisors and quality assurance, responsible for ensuring consistent application of audit protocols and reporting.
• Assist with outsourced audits, providing support and technical assistance.
• Assist in developing annual audit plans and short-term audit plans consistent with overall goals and objectives of the Office of Audit Services.
• Assist in the development and maintenance of audit tools and templates.
• Experience in the application and implementation of the COSO Internal Control Framework is preferred.
• Experience/proficiency with Microsoft Excel is strongly preferred.
• Experience with Microsoft Access and SQL is strongly preferred.
• Participate in special projects as directed.
The position may be filled at the Auditor Trainee 1 level equated to SG 14, ($50,678), Auditor Trainee 2 level equated to SG 16 ($56,550) or full performance Auditor 1 SG 18 ($63,108), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Auditor 1 SG 18 following the successful completion of the traineeship.
