Minimum Qualifications Master’s degree Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science, or relevant degree and five years of post degree professional scientific research experience in a relevant field, OR a Doctorate degree in the above fields and three years of post degree professional scientific research experience in a relevant field.
Preferred Qualifications: The preferred candidate will have experience in tobacco control or a related field, such as public health, chronic disease, public policy, epidemiology, or sociology, and experience developing, implementing and evaluating population-based strategies. Preferred candidates will have experience in a leadership position overseeing a multi-component public health program including staff supervision, budget management, grant writing, and directly contributing to legislative proposals to advance public health. Preferred candidates will have a strong understanding of health disparities and the impact of racism and health inequity on tobacco control use and outcomes.
Duties Description The Research Scientist 5 (Epidemiology) will serve as the Director of the Bureau of Tobacco Control. The Director is responsible for implementing effective science-based tobacco control interventions to prevent and reduce tobacco use; effectively invest and manage approximately $39 million in program resources and coordinate program delivery across the state; supervise and mentor approximately 20 program staff; manage the nearly $2 million/year CDC cooperative agreement; and other duties such as responding to legislative inquiries, preparing responses to media requests, facilitating program audits, implementing Governor Office and Department initiatives, and making public appearance and presentations.
Additional Comments The incumbent is joining a successful, well-established, nationally recognized tobacco control program. Telecommuting is allowed up to 50%.
Permanent, non-competitive full-time position. Frequent travel, including overnights and travel to areas that may not be served by public transportation, is also required (~25%).

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
