Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
There are no minimum education or experience requirements.

70.1 TRANSFER QUALIFICATIONS
Licensing Services Clerk, Grade 9
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 7 or higher eligible for transfer and determined to be similar by Civil Service.

Licensing Services Clerk Trainee, NS
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 6 or higher eligible for transfer and determined to be similar by Civil Service.

***After successful completion of one year traineeship appointees will automatically be advanced without further examination to the journey-level title Licensing Services Clerk, Salary Grade 9.

Duties Description DUTIES:

The Licensing Services Clerk / Trainee duties will include but are not limited to the following:
Customer Service (includes Call-Center and Email Response Units):
Call-Center:
• Answer various questions regarding 38 licensing disciplines using 9 different databases.
• Escalating issues to supervisors if necessary.
E-mail Response:
• Answer various questions regarding 38 licensing disciplines using 9 different databases.
• Escalating issues to supervisors if necessary.
Processing Unit (includes Processing and Examination/Education Units):
Processing Units:
• Review and process applications submitted to the Department of State Division of Licensing Services for complete information and verify that additional required documentation is present.
• File completed applications.
• Securely handle payments, complete refund requests, and verify the accuracy of financial reports for the applications processed.
• Retrieve paper or digital application records for certification, or license history.
• Correspond with applicants through mail, e-mail or application programs to request additional information on incomplete applications.
• Answer inquiries on license processing status with applicants through phone or e-mail.
Examination/Education Unit:
• Scoring written exams using Scantron machines and entering the exam results into varies data bases
• Managing practical exams: communicating with examiners, sending exam rosters, scoring exams, and entering them into a database
• Entering statistics into an Excel spreadsheet
• Preparing exam packing material
• Answering emails
• Other clerical duties as assigned
