Minimum Qualifications Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at of above a G23 and deemed eligible for transfer to Health Program Administrator 2 G23 under Section 70-1 or Section 52.6 of the NYS Civil Service Law

Preferred Qualifications: Experience with program oversight, policy development/regulatory development. Assessing quality and conduct evaluation using data. Working as part of a multidisciplinary team with diverse internal/external stakeholders and an ability to assess the impact of policy or program changes on a broad set of stakeholders. Proficiency in Microsoft Office products (Word, Excel, Power Point, Teams) and Webex. Strong organizational skills and effective communication skills.

Duties Description The HPA 2 will serve as the Adolescent Health Unit Director in the Bureau of Women, Infant, and Adolescent Health, within the Division of Family Health. The HPA 2 will provide oversight of the AHU community-based programs. Oversee program planning, implementation and monitoring of all adolescent health programs/contract, preparation, and submission of required federal administrative forms, biannual reports, data and program performance reports, annual budgets, and grant applications. Develop and implement program policies and procedures that support teen pregnancy prevention, health equity and performance management standards to monitor progress. Ensure the provision of technical assistance to contractors to ensure compliance with program. Prepare programmatic communications for dissemination to contractors. Lead development of procurements and manage review and award processes. Represent DOH at local and national meetings, webinars, and conferences. Represent DOH on adolescent and youth development initiatives and interagency workgroups and with external stakeholders. Provide direct and indirect supervision of up to 6 professional staff and interns in the Unit, perform other duties as assigned.
