Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Preferred candidates will have experience in public health insurance programs, including New York's Medicaid and/or Child Health Plus, and with data systems including, but not limited to, the Welfare Management System (WMS), NY State of Health Back Office and eMedNY. In addition, preferred candidates will have the ability to research and analyze information; demonstrated experience in requirements gathering and analysis of policy guidance; strong written and verbal communication skills; excellent interpersonal and organization skills; the ability to work well under pressure and adapt to changing priorities and tight timeframes; and supervisory experience.

Duties Description Within the Division of Eligibility and Marketplace Integration, Eligibility Systems Modernization Group, Bureau of System Quality Assurance, the incumbent will manage multiple supervisors and technical staff who provide support for activities related to the implementation of the new eligibility system for New York’s Complex Medicaid population. Specific duties and responsibilities may include: Collaborate with Division of Legal Affairs, Public Affairs Group, State and federal control agencies, and local entities in development of legislative reforms, as needed; Implement new legislative initiatives; Provide technical assistance to contractors regarding programmatic, fiscal, data and reporting requirements; Provide feedback for the monitoring and evaluation of contractors to ensure program requirements are being met; Act as a liaison with the policy and legal departments to coordinate the implementation of State and Federal initiatives; Work with teams of DOH staff and other stakeholders as needed (e.g., issuers, application assistors, vendors) to analyze policy, define business needs, and develop business requirements; Interpret guidance and instructions related to Medicaid eligibility, enrollment and notices from a business requirements perspective; perform analysis for bureau and division-level staff; and make recommendations for improvement; Follow up with DOH subject matter experts (SMEs), vendors and other stakeholders as needed to resolve requirement questions and identify where gaps may occur; Review business requirements documentation and validate business requirements with policy, systems staff and vendors as needed; Provide supervision of business requirements team and ensure implementation is on schedule or address delays in schedule; Assist in the development of Bureau policy; recommend modifications as needed to procedures and reporting systems for implementing programs and programmatic changes; Attend and participate in the Critical Thinking Meetings and Joint Application Development sessions.
