Minimum Qualifications Reachable on the appropriate Civil Service eligible list for this title OR current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Duties Description Under the direction of the Bureau Director, the Health Program Administrator 2 will independently oversee multiple assignments related to the Master Plan for Aging (MPA) and assist senior staff in monitoring of MPA workflow, identifying inefficiencies, and recommending policies and procedures to enhance efficiencies including securing timely approvals by DOH executive staff and Governor’s Office staff and coordinating with MPA partners including the State Office for the Aging. In addition, the Health Program Administrator 2 will assist in overseeing other programmatic initiatives as well as developing high level project deliverables that support MPA recommendations and aging and long-term care policy implementation.

• Collaborating within the department and with the Office for the Aging, support the Center in assessing and analyzing the aging and long-term care landscape in New York State to better inform state policy decisions and recommendations for the MPA and long term care programs.
• Supervise and conduct the research and assessment of existing gaps in services and supports needed by New York’s older adults and those with disabilities to inform aging and long-term care policy.
• Develop implementation strategies and evaluation tools for new and revised programs to support the health care and long-term care service needs of New Yorkers.
• Coordinate with DOH Public Affairs Group on communication related content and design needs.
• Review and synthesize information from MPA stakeholder committees and workgroups to develop actionable recommendations and draft reports as required under the MPA.
• Supervise and assist in the review and synthesis of research and data, to provide recommendations to eliminate barriers and increase access to quality, affordable, and accessible services and supports for long term care recipients.
• Assist with the review and drafting of new/revised regulations to support aging in place.
• Supervise and assist in developing content for presentations and other informational materials.
• Supervise and assist with developing regulations resulting from legislative or administrative actions that require new or modified regulations for program implementation and monitoring.
• Identify opportunities to increase public and stakeholder awareness of the MPA and other aging and long term care initiatives, including making decisions regarding outreach timeline; planning, scheduling, and coordinating MPA related events such as town halls, listening sessions, etc., identify and coordinate opportunities for senior staff to present at conferences and other event/meetings on the MPA and other Center projects.
• Other relevant duties as assigned, including participation in meetings and workgroups associated with long term care, MPA, and other age friendly initiatives; and assisting with promotion of Master Plan for Aging progress through virtual and in person presentations, town halls, and listening sessions across the state.
