Minimum Qualifications Non-competitive: one year of permanent service as a Data Analyst 2 OR bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and five years of experience* in data visualization, and statistical models and data mining tools.

*Substitution: A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

Preferred Qualifications: A minimum of 4 years working with SAS, SQL, Python, or R. Three or more years of supervisory experience. Experience with machine learning. Experience with cloud computing. Experience with big data technologies to analyze large and complex datasets. Strong communication and interpersonal skills.

Duties Description The Data Analyst 3 will work in the Office of Public Health’s, Vital Records leading the Data Management and Analytics Unit and be responsible for leading a team of Data Analysts on the future of analytics and data science in Vital Records. The Data Analyst 3 will oversee the development, enhancement and performance of analytical programming languages and statistical and mathematical computations, and visualization software to relay meaningful data to the Unit leads and management of the Bureau. The incumbent will apply skills such as leadership, data mining, data engineering, data modeling, natural language processing and machine learning to extract and analyze information from structured and unstructured datasets. The incumbent will be responsible for presenting these results, in paper and presentation format, through visualizations, summaries, and reports.
