Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under section 52.6 of the NYS Civil Service Law.

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree in accounting, business administration, economics, finance, health care administration, health policy, health systems, or public administration; and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.

Preferred Qualifications: Preferred candidate has strong computer, organizational and communication skills and is detail-oriented. Must be able to work independently and as part of a team.

Duties Description The Office of Health Insurance Programs (OHIP) is responsible for operating the State’s Medicaid program, which provides coverage to over 7.5 million members and totals over $100 billion in annual expenditures. The Division of Finance and Rate Setting (DFRS) is responsible for all functions within OHIP related to rate setting, including fee for service and managed care rates. This division has full oversight of the Medicaid budget, is the liaison with the Division of Budget, and manages the Medicaid Global Spending Cap. Within DFRS, the Bureau of Hospital and Clinic Rate Setting has rate setting setting and cost report teams for both hospitals and diagnostic and treatment centers. They also have a team that oversees the eMedNY rate load process for all agencies that set and transmit Medicaid rates. The Associate Health Care Management Systems Analyst (AHCMSA) for this position will supervise and train staff on all aspects of the rate loading process, requirements and guidelines. The AHCMSA will also supervise and train new staff on the procedures for processing Freedom of Information Law (FOIL) requests that are assigned to the bureau. This includes tracking all requests, keeping historical records and obtaining the necessary files to be sent to the Division's FOIL liaison on a timely basis. In addition, this position will assist and train other bureau staff with various tasks associated with the hospital cost report. This includes testing the cost report software to ensure that programming changes are working properly, providing support to hospitals by troubleshooting any reporting issues and working with the Department's Information Technology (IT) staff to assure that the database can accept necessary cost report files each year. As the bureau expands, this position will supervise one to three G-18 staff (Senior Health Care Management Systems Analyts or comparable titles) in the completion of similar tasks.

Additional Comments The Associate Health Care Management System Analyst is part of the NYS HELPS program. For the duration of the HELPS Program, these titles may be filled via permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply. At the close of the HELPS program, employees hired under the HELPS Program will have their non-competitive employment status converted to competitive status. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
