Preferred Qualifications: Strong data management and data validation skills. Experience with extracting, merging, and linking health care datasets for the application of higher order analysis. Proven experience developing statistical programs in SAS and/or SQL languages. Knowledge of statistical methods and their application for predictive analytics. Familiarity with quality improvement concepts and methodologies. Experience with data visualization software such as Tableau. Proficiency with Microsoft Excel, Word, Access, and Power Point. Excellent communication, organization, and program management skills. The ability to work independently, as well as in a team environment.

Duties Description The Research Scientist will work within the Office of Quality and Patient Safety, Center for Applied Research and Evaluation, Bureau of Quality Measurement and Outcomes Research contributing to research and evaluation projects that promote the objectives of the Office of Quality and Patient Safety and the Department of Health. The incumbent will perform a variety of research, evaluation, project management and analytical tasks designed to leverage several Department databases (e.g., Medicaid claims and encounters, SPARCS, managed care plan data) to improve health outcomes. Current quality improvement activities involve a variety of initiatives to improve health outcomes.
Specific duties include: contribute to or co-lead the planning, design, analysis and reporting of priority research, evaluation, and analytical projects that will provide new information and knowledge to inform quality improvement activities and improve patient outcomes; conduct data analysis to support the Office of Quality and Patient Safety priority research and evaluation initiatives; develop statistical programs to extract, cleanse, collapse, sort and merge data from large administrative data sources maintained by the Department; collaborate with other researchers on reports, analytical tabulations and scientific articles for peer review publication; communicate findings with stakeholders internal and external to the Department; assist in the response to analytical queries needed to address strategic organizational priorities.

Additional Comments If appointed as an Assistant Research Scientist, the incumbent will assist other research staff with these duties; if appointed as a Research Scientist 1 level, the incumbent will be expected to perform these duties under general supervision; if appointed as a Research Scientist 2, the incumbent will work with more independence.
