Minimum Qualifications Journey level G-18 transfer qualifications: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Program Research Specialist 2 (Public Health), G-18 OR a NYS employee with one year of permanent or contingent-permanent, competitive service in a title at or above a G-16 and deemed eligible for transfer under Section 52.6 of the NYS Civil Service Law or Section 70.4 of the NYS Civil Service Law by meeting the following open-competitive qualifications: a bachelor's degree or higher including or supplemented by nine (9) undergraduate or graduate credit hours in statistics, economics, econometrics, research methods, data analysis or data modeling AND two years of subsequent professional research experience in the collation and evaluation of quantitative data directed toward review and analysis of public health program objectives. A master's or doctoral degree in public health, social services, statistics or a closely related degree may be substituted for the two years of general experience. Trainee 1 transfer qualifications: a NYS employee with one year of permanent or contingent-permanent, competitive service in a title at or above a G-11 and deemed eligible for transfer under Section 70.4 of the NYS Civil Service Law by meeting the following open-competitive qualifications: a bachelor's degree or higher including or supplemented by nine (9) undergraduate or graduate credit hours in statistics, economics, econometrics, research methods, data analysis or data modeling. 55-B/C qualifications: Interested applicants that have been qualified under the NYS Civil Service 55-B/C program and that also meet the above described open-competitive qualifications are encouraged to apply.

Preferred Qualifications: Experience in the analysis, interpretation, and visualization of data related to public health, injury prevention, violence, criminal justice, or a related field. Experience in data management, statistical analysis, and reporting activities to inform evidence-based decision-making; Strong understanding of the principles of health equity and ability to apply these principles to internal and external relationships; Excellent communication, writing, and organizational skills with a strong focus on attention to detail; and Ability to thrive in a fast paced, high-pressure environment while prioritizing multiple concurrent assignments.

Duties Description The Program Research Specialist 1/Trainee (Public Health) is a crucial role within the Office of Gun Violence Prevention (OGVP), responsible for providing support to the OGVP Research team in the analysis, interpretation, and visualization of data related to trends in gun violence and prevention initiatives. Reporting to the Deputy Director of OGVP, the Program Research Specialist 1/Trainee (Public Health) will contribute to data management, statistical analysis, and reporting activities to inform evidence-based decision-making. The incumbent will assist with the development of a robust surveillance system to contribute to real time reporting of gun violence in New York state. Specific duties and responsibilities include: data project management; data visualization and reporting; data analysis; project support; and other appropriate related duties.

Additional Comments This position is being posted in anticipation of Division of the Budget approval. Full-time, permanent appointment. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Occasional travel, including overnights, throughout New York State including to areas not served by public transportation may be required (20%).

Depending on candidate qualifications, the position may be filled at the Program Research Specialist Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
