Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as a Health Care Surveyor 3 (Nursing), G23 OR A NYS employee with one year of permanent or contingent-permanent, competitive status in a title G20 or higher and eligible to transfer under Section 70.1 or 52.6 of the NYS Civil Service Law AND able to meet the non-competitive requirements below.

Non-Competitive Candidates: Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: A bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Education: Advanced coursework or training in trauma care, emergency medicine, or healthcare quality improvement; Experience: Extensive experience in healthcare regulation, accreditation, or oversight, particularly in trauma care and emergency services; Proven track record of leading complex investigations, assessments, or audits within healthcare facilities; Demonstrated experience in program management, including developing surveillance plans, conducting quality assurance activities, and overseeing regulatory compliance; Leadership experience, with a history of supervising and mentoring staff members; Certifications / Licensure: Advanced Trauma Care Certification (ATLS), Trauma Nursing Core Course (TNCC), or similar trauma care certification; Skills / Knowledge / Abilities: Advanced analytical skills with the ability to interpret and apply complex regulatory requirements and standards; Exceptional communication skills, both verbal and written, with the ability to effectively convey technical information to diverse stakeholders; Proficiency in data analysis, database management, and reporting tools; General knowledge of state and federal regulations governing trauma care, emergency services, and healthcare facilities; Strong leadership abilities, with the capacity to collaborate effectively with multidisciplinary teams and external stakeholders; Strategic thinking and problem-solving skills, with a focus on identifying and addressing systemic issues in trauma care delivery.

Duties Description The Health Care Surveyor 3 (Nursing) position involves overseeing the New York State Hospital Trauma Center Designation Program. The incumbent will be responsible for healthcare facility regulation and trauma care, focusing on program management, surveillance, investigations, administrative duties, and staff services. The role requires developing surveillance plans, interpreting regulations, ensuring quality assurance, performing facility assessments, conducting on-site surveillance and record reviews, investigating incidents, providing expert advice, managing databases, training, and policy development to ensure trauma center compliance and promote patient safety.

Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 22 ($87,828 - $98,252) and an additional Geographic Pay Differential of $20,000.

This position requires travel, including to locations that may not be serviced by public transportation.
