Minimum Qualifications Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent-permanent competitive service as a Health Care Surveyor 2, G20, or community Nursing Services Consultant Home Health Services, G20 and eligible for transfer under Section 70.1 or the Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent competitive service in a title G18 or higher and meeting the non-competitive minimum qualifications listed below.

Non-Competitive: possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Education: Advanced coursework or training in trauma care, emergency medicine, or healthcare quality improvement. Experience: Prior experience in healthcare regulation, accreditation, or oversight, with a focus on trauma care and emergency services; Demonstrated experience in conducting complex investigations, assessments, or audits within a healthcare setting; Experience in leadership or supervisory roles, providing guidance and mentoring to staff members. Certifications / Licensure: Advanced Trauma Care Certification (ATLS), Trauma Nursing Core Course (TNCC), or similar trauma care certification. Skills / Knowledge / Abilities: Strong analytical skills with the ability to critically evaluate complex medical and regulatory information; Excellent communication skills, both verbal and written, with the ability to convey technical information clearly and effectively; Knowledge of state and federal regulations pertaining to trauma care, emergency services, and healthcare facilities; Ability to effectively lead and collaborate with multidisciplinary teams, government agencies, and healthcare professionals; Strong interpersonal skills with the ability to establish rapport and build relationships with diverse stakeholders.

Duties Description The Health Care Surveyor 2 (Nursing) position is central to the effective oversight and regulation of trauma care in healthcare facilities. The role encompasses comprehensive trauma center facility assessments, on-site surveillance, and record reviews to ensure compliance with state regulations and trauma care standards. Additionally, the incumbent will develop investigative plans for incidents and complaints, collaborate with agency representatives to improve trauma care, and provide expert support to trauma advisory councils. The role also involves database management, staff supervision, training delivery, and participation in quality assurance activities to maintain and enhance the quality of trauma services, directly impacting patient safety.

Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Posted Salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 20 ($79,342 - $88,721) and an additional Geographic Pay Differential of $20,000.
