Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

COMPETITIVE MINIMUM QUALIFICATIONS:
Bachelor’s degree and three years of professional experience* in project management.

*Experience must include planning and at least three others of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and closing. This experience must include the development of project management deliveralbes, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher eligible for transfer and determined to be administrative by Civil Service.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Project Manager 2 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Project Manager 2 exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:

Three months of permanent, contingent permanent, or 55 B/C service as a Project Manager 1.

55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:
Three months of permanent, contingent permanent, or 55 B/C service as a Project Manager 1.

PREFERRED QUALIFICATIONS:
• Two years’ experience managing medium to large scale information technology projects.
• Experience performing business systems analysis.
• Strong verbal and written communication skills, with an ability to express complex information and concepts to stakeholders, technical staff, consultants, contractors, and end users.
• Well organized, structured, and detail-oriented self-starter with an ability to operate in an environment with multiple and diverse stakeholders and handle challenges as presented.

Duties Description The Project Manager 2 duties in Agency Transformation will include but are not limited to the following:
• Define and manage multiple projects and operational initiatives including, requirements gathering, planning, scheduling,
• Organizational change management as well as risk mitigation.
• Working closely with information technology vendors and the Office of Information Technology Services.
• Develop project schedules including identifying and scheduling resources, project deliverables, milestones, and required tasks.
• Working with vendors, develop project communication plans, compile detailed projects reports, and communicate project status to stakeholders including agency leadership.
• Coordinate the activities of staff assigned to assist in projects (including subject matter experts and business analysts) and identify risks and their potential impact on the project.
• Develop detailed scope statements and document project requirements for complex projects by eliciting business goals, information needs, and relative priorities from end users, subject experts, and other stakeholders.
• Support and manage activities related to the project life cycle. Including reviewing RFPs and vendor contracts, defining scope, eliciting requirements, solutioning, testing, and production deployment.
• Coordinate process improvement activities with a focus on the business owners, the business processes, and how to best improve efficiency and productivity through the use of business process documentation, implementation, and monitoring of technology and infrastructure support.
• Manage multiple stakeholders to develop and align a clear understanding of the business need, define goals, outline risks to ensure alignment with strategic objectives.
• Maintain open lines of communication with external agencies such as the OITS, vendors, and any other agency with an interest in the project.
