Minimum Qualifications Law degree from an accredited law school; admission to, and member in good standing of, the New York State Bar; and seven years of relevant post-bar experience.

Preferred Qualifications
• Experienced in supporting an Executive Team, as well as supervising attorneys and support staff in the execution of their duties.

Duties Description Serving in a supportive role as a direct report to the General Counsel, candidates for Deputy Counsel will exhibit a high degree of integrity and professionalism in the execution of their duties which will include, but are not limited to, the following:

• Supervise the full range of work being performed by assorted attorneys, ranging from entry to management level, located in three designated zone offices, who are engaged statewide in the prosecution of violations of the Alcoholic Beverage Control Law at administrative hearings against those holding licenses issued by the agency, responding to agency-level appeals of licensing and disciplinary determinations, and all stages of civil litigation in defense of agency determinations and legislation, in addition to supervising various support staff members.
• Manage workload allocation, review progress and regularly present case summaries to the General Counsel in preparation for Board meetings.
• Conduct legal and legislative research, prepare legal memoranda, provide legal analysis and recommendations/opinions on agency matters, rule-making assessments and legislative proposals and complete projects as assigned by the General Counsel.
• Engage in and/or monitor external communications by Counsel’s Office in replying to assorted requests for guidance from the public/applicants/licensees/representative’s seeking direction.
• Collaborate in advising the Authority Board members, Executive Team and all agency bureaus as needed in legal, policy, and strategic matters and engage in policy planning/implementation.
• Maintaining ongoing monitoring of caseloads and system processing efficiencies to identify opportunities for improvement.
• Liaise with external governmental entities and represent the agency through attendance and participation at meetings, events, trainings and presentations.
• Conduct investigations into complaint referrals from other government agencies to include the Office of Employee Relations and the Office of the Inspector General, report findings and recommend necessary action.
• Strategize for and work on other special projects that arise as assigned by the General Counsel.
