Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required. However, all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive, and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Appointment Qualifications:
A bachelor's and three years of experience applying business knowledge, training and experience to provide a wide range of professional and management level economic development services for the promotion of business, tourism and international trade in New York State, providing technical advice and problem-solving assistance to economic development organizations and businesses by conducting business-to-business marketing programs, and promoting, publicizing, and developing strategic plans and initiatives related to business and economic development services.

Substitutions:
a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

List Eligibility: Open to those reachable on the Economic Development Program Specialist 2 eligible list.

Transfer Eligibility: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at https://careermobilityoffice.cs.ny.gov/cmo/.

(Important Note: Per Civil Service Law, an employee cannot have two, consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.)

Reinstatement Eligibility: Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Preferred Qualifications:
• Proficient in Microsoft Suites and familiarity with MS Dynamics and PeopleSoft.
• Excellent oral, written, organizational, and interpersonal skills are essential.
• Must be able to work independently and as part of a team.

Duties Description The incumbent will be responsible for procurement assistance, along with the management and oversight of the New York State Contract Reporter (NYSCR) Program. S/He will work closely with the website developer to ensure the NYSCR website functions properly and user-related issues are addressed in a timely manner. The selected candidate will liaise cooperatively and effectively with internal and external stakeholders and will be charged with representing/promoting procurement assistance and the NYSCR Program at meetings, events and conferences. This role is within Entrepreneur Development and Operations, a subdivision of the Small Business and Technology Development Division (Division) of Empire State Development and NYS Department of Economic Development.

Duties include but are not limited to:

• Assist businesses and New York State government entities, which includes agencies, public benefit corporations, public authorities, municipalities, school, etc., with questions regarding state laws pertaining to placing ads, bidding, and discretionary purchasing.
• Assist businesses and NYS government entities with questions and issues pertaining to their NYSCR account.
• Provide effective interpretation of the Omnibus Procurement Act (OPA), State Finance, Economic Development and Public Authorities laws to assist NYS government entities and businesses.
• Oversee the management of the NYSCR website developer contract.
• Coordinate enhancements and modifications to the NYSCR website or user accounts with the website developer.
• Ensure publications are properly archived.
• Instruct companies on how to sell their products or services to NYS government entities.
• Develop trainings on how to best utilize and maximize the benefits of the NYSCR Program to businesses and NYS government entities.
• Conduct presentations and trainings at conferences, events, webinars, workshops, bootcamps, and one-on-one meetings.
• Review, research, analyze, and make recommendations on preferred source applications.
• Attend NYS Procurement Council meetings as an alternate representative of the EVP of the Division, as requested.
• Participate in workgroups, committees, special tasks forces, and other activities, as arising from the NYS Procurement Council.
• Attend procurement and small business meetings, events, conferences, and expos throughout New York State.
• Assist with special projects of the Division, as assigned.
• Travel may be required.
