Provisional Opportunity – There is no eligible list for this title. Candidates who meet the following open-competitive qualifications may be qualified for a provisional appointment:

A bachelor’s degree in: social work, psychology, nursing, rehabilitation, education, occupational therapy, physical therapy, recreation or recreation therapy, counseling, community mental health, child and family studies, sociology, or speech and hearing.

OR

a NYS teacher’s certificate for which a bachelor’s degree is required.

AND

four years of experience* of either:

1. Providing direct service to persons at least 50% of whom have been diagnosed with mental disabilities;

OR

2. Linking persons, at least 50% of whom have been diagnosed with mental disabilities, to a broad range of services essential to successfully living in a community setting.

* One year of this experience must have been working with individuals, at least 50% of whom have a primary diagnosis of mental illness. For purposes of this examination:

• The term "mental disabilities" refers to the following diagnoses: mental illness (or children and youth with serious emotional disturbances), mental retardation, alcoholism, chemical dependency, or substance abuse.

• Linking of individuals with mental disabilities to a broad range of services must include acting on behalf of those individuals or their families to access and obtain services or benefits to which they are entitled. This process requires the ability to make assessments of the needs of individuals being served, detailed knowledge of available services, programs, benefits and entitlements, the ability to negotiate and advocate on the individual's behalf, and respect for the individual's or family's choices.

• The range of services includes mental health, medical, social, vocational, educational, recreational, housing, transportation, spiritual, rehabilitation, legal, and financial services.

Substitution: A master's degree in one of the fields listed above may be substituted for two years of the required general experience.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description As an Intensive Case Manager, you would provide care and services in the community to targeted clients with severe and persistent mental illness. You would link, coordinate, and purchase psychiatric as well as other services and supports, some of which are non-traditional, to a small caseload of culturally diverse clients. This support is required on a 24-hour, on-call basis. You would work primarily in the community in which the client resides, not in an office environment.

This position is eligible for a Downstate Adjustment of $3,400.
