Minimum Qualifications CURRENT NYS EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service to a Grade 16 or above and eligible for transfer under Section 52.6 of the NYS Civil Service Law.

GENERAL PUBLIC CANDIDATES:
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; OR a bachelor's or higher-level degree in any field and one year of experience in information technology; OR 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; OR two years of professional experience in information technology.

SPECIALIZED/ADDITIONAL REQUIREMENTS:
- Bachelor's degree in Information Technology, Computer Science, Computer Information Systems, Telecommunications, Management Information Systems, or Computer Engineering
- At least three months of experience using Oracle PL/SQL
- At least three months of experience using GIT
- At least three months of experience using .net Core
- At least three months of experience using Robotic Process Automation (RPA)
- At least one year of experience gathering user requirements

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description 1. Assist with the development, maintenance, and support of Authority automation process designs.
- Perform application coding, design, and testing of new and revised automation workflows.
- Deploy RPA automation processes to dedicated server and workstation machines.
- Monitor post-implementation automation processes and resolve any issues.
- Meet with end-users to ensure post-implementation processes are working as expected.
- Administer technical functions and integration of commercial software.
- Participate in meetings with Information Technology staff, end-users, vendors, and consultants.
- Work with internal customers to define program needs or identify software defects.
- Analyze and recommend system modifications determining the impact of proposed changes.
- Review and recommend solutions for automation requests.
- Identify and troubleshoot software defects and implement necessary solutions.
- Work with the database administration, system services, and network services staff as needed to support application or workflow specific requirements.
- Assist with system maintenance activities.
- Maintain application source code within Authority enterprise repository.
2. Create and execute application testing plans.
- Participate in the testing phase of application development or automation workflows such as assisting in the development of test plans and execution, as well as validating test results.
- Plan, test, execute, and perform quality assurance measures on system user acceptance tests of programs and systems.
3. Develop, prepare, and assist with documentation preparation for the software system.
- Develop procedural documentation, on-line help documentation, and installation manurals for end-users and Information Technology staff.
- Ensure software solutions and procedures are properly documented, and meet and follow Authority standards.
- Documents software applications by describing all relevant factors including work-flow processes, data input and output activities; describing data elements, and overall program goals and objectives. This includes design, development, and administration of any related database system.

This is a NYS Thruway Authority Unit 2 CSEA position:

Health Insurance and Prescription Drug Coverage.

13 Paid Holidays, 4 of which are floating holidays, which are credited in July each year for use from July 1st through June 30th.
Vacation, Sick and Personal Accruals.
Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.
Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st each year, may receive two days of pay for each six-month period. Employees who have a sick leave balance of 165 sick leave days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.
Employees with 20+ years of Authority/State service may receive up to an additional five days of vacation leave accruals annually.
Vacation Exchange Program - Between November 15th. and December 31st of each year, employees who have previously earned and accrued vacation credits may elect to receive cash payments in lieu of the use of up to five days of such accrued vacation credits. Employees who maintain a 35-day vacation accrual balance in the pay period prior to submitting the election form may exchange an additional five days for a total exchange of 10 days of accrued vacation credits.
Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.
Tuition Assistance Program, which reimburses 90% of tuition costs for approved courses up to 21 credit hours per year.
New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college.
Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity. Longevity pay has a positive impact on retirement.
Employees are paid bi-weekly, with no lag time.
Some positions will be eligible for downstate and/or geographical pay depending on location and title.
