Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with one year or more of permanent or contingent-permanent, competitive service as a Business Systems Analyst 2 (G23); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer to a Business Systems Analyst 2 (G23) under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law .

NY HELPS*: A bachelor’s degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: The successful candidate must be able to work well both independently and collaboratively in a team environment. Skilled at effective communication and interpersonal skills to build and maintain positive working relationships. Possess excellent analytical and organizational skills. Experienced in laboratory settings and with implementation of laboratory projects. Experience in IT security. Proficient in Microsoft Word, SharePoint, Visio, and Project. Prior supervisory experience. Experience with SQL, UML and ER diagrams. Experience with Jira or other requirement management tools.

Duties Description A Business System Analyst 2 will support the Wadsworth Center’s Information Technology Group (ITG). The Center’s innovative and complex laboratory instrumentation requires rapid deployment of technical infrastructure to respond to evolving infectious and environmental threats. The Business Systems Analyst 2 will be responsible for analyzing the laboratory business processes and document laboratory instrumentation and informatics systems to modernize Wadsworth Center instrumentation systems. The Business Systems Analyst 2 will work closely with laboratory staff and other Wadsworth stakeholders to define and develop requirements for new or existing integrations between laboratory instrumentation and Wadsworth technical infrastructure. This position will plan and perform analysis of laboratory instrumentation and integration with existing technology infrastructure including gathering information from laboratory stakeholders, reviewing vendor instrumentation documentation, determining best workflow for implementation, creation of documentation showing data workflows and process models including “to be” states when implemented. In cases of existing instrumentation, this position will determine the gap and scope of the process change and technical requirements to fill the gap. This position will be responsible for optimization of existing interfaces between laboratory instrumentation and technical infrastructure to increase functionality and efficiency. This position will create timelines and project scope documentation, as well as be responsible for communication between technical staff and laboratory staff as to the nature of process change. The Business Systems Analyst 2 will develop test processes and scenarios for validation of instrumentation integration and requirements. The Business Systems Analyst 2 will train lab staff on the informatics processes and troubleshooting steps. This position will provide supervision to other staff.

Additional Comments Dependent upon the initial assignment or subsequent reassignment of this position satisfactory background checks may be required. Additionally, exposure to potentially hazardous substances may be involved with this position; the selected candidate may be required to wear personal protective clothing and equipment, and may undergo pre-employment and/or periodic health evaluations and receive specific immunizations. Travel between Wadsworth locations will be required for instrument evaluation and consultation.

* This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
