Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:
• Office Assistant 2: One year of clerical experience.
Current NYS Employee: At least one year of permanent or contingent-permanent service in a clerical, keyboarding, or other qualifying title OR eligible for transfer. A list of qualifying titles can be found here: https://www.cs.ny.gov/examannouncements/announcements/38687titles.cfm

Duties Description The incumbent will report to the Revenue Unit Supervisor in the Budget and Fiscal Management Bureau and shall be trained in the everyday operations of the unit – such as Albany petty cash, revenue, and restitution. Specific duties for this position include, but are not limited to, the following:
• Audit count and verify daily deposits from Civil Recoveries Bureau staff; make daily bank deposits (scan checks into bank scanner).
• Cut weekly checks for Civil Recoveries and petty cash.
• Maintain accurate records of all deposits into several different checking accounts; post and process returned checks from these accounts.
• Maintain daily check log database in Access, detailing receipt of all checks received.
• Review and prepare refund request forms.
• Enter data into Statewide Financial System (SFS).
• Process Refund of Appropriations (ROA) in SFS and submit proper documentation to NYS Dept. of Taxation and Finance.
• Maintain the AOD (Assurance of Discontinuance) project in coordination with New York City executive staff: Set up files, print out and read court papers to determine amounts owed, data enter all payments made and maintain spreadsheet with amounts paid vs. amounts still owed, and provide Director with periodic reports.
• Responsible for maintaining an Investigations Unit account - review invoices for payment, acquire proper approvals, prepare and cut checks, post entries to spreadsheets, complete and mail out checks.
• Inventory and maintain files; prepare miscellaneous reports, spreadsheets, letters, etc., as necessary, and provide telephone coverage for bureau.
• Prepare periodic reports for Budget Unit.
• Monitor Travel Unit email and assist NYS OAG staff with processing Employee Expense Reports in SFS according to OAG and OSC Travel Policy.
• Perform other duties of a clerical nature when necessary to assist Budget & Fiscal Management Bureau with special projects.
