Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as an Area Office Director, M-3 OR a Current NYS employee with one year of permanent or contingent-permanent service in a title at or above Grade 27 or M-2, and eligible for transfer via Section 52.6 of the Civil Service Law." For NCP appointment* - If three or fewer NYS DOH promotional candidates respond to this posting, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the NYS Civil Service Law. Employees must have one year or more of permanent or contingent-permanent service as described above or two years or more as described. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates being considered under this provision must not have either failed to pass, or failed to apply for (if qualified), the last holding of the Area Office Director examination, #37-856, held on September 29, 2017.
Provisional appointees will be required to apply for and take the next Civil Service examination announced for this title and achieve a high enough score to be immediately appointable from the resulting eligible list, in order to maintain employment.
Preferred Qualifications: Superior interpersonal and strong leadership skills sufficient to manage an interdisciplinary team in a hybrid work environment. Strong problem solving and organizational skills with attention to details, ability to prioritize work, work independently and work under pressure for deadlines with competing priorities is essential. Excellent interview, observational, and writing skills, and an ability to translate collected information into legally defensible reports. Experience with the aged and aging population is key, especially in the provision of direct patient care as a human services or clinical professional, and an ability to appreciate how the aging process affects outcomes is paramount to the incumbent's success. Flexibility and dedication are fundamental to the team's ability to address the needs associated with surveillance.
Duties Description This incumbent will provide direct oversight of 3 field offices comprising the Metropolitan Area Regional Office. In this capacity, the incumbent will provide direction to survey team leaders in each regional office and mid-level management to assist Division leadership. The incumbent will work with survey team leaders to schedule and meet mission-centric deliverables, liaise with the Central Office team on licensure, closure, complaint, and quality assurance issues; identify and implement concepts for improved efficiency; ensure staff have proper access to education necessary to grow; and communicate with industry stakeholders including patients, families, and medical professionals. The incumbent will participate in emergency preparedness and response activities as needed, and as a high-ranking regional office official participate in the administrator on duty activities when assigned which will avail exposure to high profile matters across all regional Department of Health programs that require off-hours responses. Finally, the incumbent will manage other duties as assigned to meet mission-critical tasks in a team-oriented atmosphere.
Additional Comments Federal Surveyor Minimum Quality Test certification is preferred or ability to complete within 1 year. This position may require travel to areas underserved by public transit.
