Minimum Qualifications Bachelor’s degree and at least five years of relevant full-time work experience as a senior level staff manager and/or project manager in the areas of finance, strategic financial planning, or foundation management with an emphasis on grant making or grant management.

*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Preferred Qualifications:

• Experience in developing and responding to grant application, community development and investment, and project leadership. Successful candidates shall also have sufficient experience to demonstrate a deep knowledge of the social and economic challenges facing a variety of New York State communities particularly those disproportionately impacted by cannabis prohibition. The Community Grants Reinvestment Fund is governed and administered by the New York State Cannabis Advisory Board pursuant to the provisions of Cannabis Law and State Finance Law, drawing its funds from the monies collected through the taxation on Adult-Use Cannabis Products (Tax Law Article 20-C).
• Demonstrable experience with community outreach and/or organizing.
• Strong interpersonal and written and oral communication skills.
• Keen attention to detail and the ability to work in a fast-paced environment subject to multiple deadlines.
• Familiarity with Cannabis Law, government operations and community-based organizations and advocacy groups.
• Experience working with a Board of Directors, Advisory Board or other supervisory or directive body.

Duties Description The New York State Office of Cannabis Management (“OCM”) is searching for the first Director of the New York Community Grants Reinvestment Fund (“CGRF”). The duties of the Director fall into three categories: Administrative & Fiscal Management, External Relations and Communications, and Strategic Planning
Administrative and Fiscal Management.
• Oversee the daily operations, administration, supervision and management of the CGRF under the supervision the Director of Administration within the Office of Cannabis Management (OCM) and with guidance and direction from the Cannabis Advisory Board (CAB)
• Measure the efficiency and effectiveness of CGRF operations and outcomes
• Ensure CGRF compliance with all applicable laws, rules and regulations, and policies
• Develop grant application and approval process for consideration by the CAB and OCM’s Executive Director
• Develop grant disbursement and grant monitoring process for approval by the CAB and OCM’s Executive Director
• Develop process for grant awards by the CAB and OCM’s Executive Director
• Develop and monitor the CGRF budget and spending plan
• Prepare all contracts and disbursements to grantees to facilitate the timely processing of all transactions (including agency contracts and required filings)
• Develop and maintain all CGRF policies and procedures.
External Relations and Communications Responsibilities
• Working with OCM’s external affairs and communications team and in collaboration with the CAB and OCM’s Executive Director, the Director will oversee CGRF’s communications portfolio, including:
• The dissemination of accurate and useful information to the public, applicants, and grantees regarding CGRF and sector-related opportunities and activities
• Expand Office’s presence as a connector and convenor for the philanthropic and community services field, including informational webinars and in-person constituent meetings
• Work collaboratively with local, state, and federal government agencies and elected officials to expand the CGRF’s funding reach through innovative cross-sector partnerships and projects
• Represent OCM and the CGRF at events, meetings, and media opportunities across the state
• Cultivate productive relationships in state and local government as well as with relevant non-government stakeholders to advance the Office’s mission and funding presence
Strategic Planning Responsibilities
• Lead the development and implementation of key strategic goals in coordination with the CAB and OCM’s Executive Director.
• Gather and report data related to grants applications and awards as well as those data relevant to consideration of best practices and key performance indicators.
