Minimum Qualifications Bachelor’s degree and five (5) years of professional clinical or professional administrative harm reduction experience OR nine (9) years of harm reduction experience in a public or private agency/program, with significant work or lived experience in the areas of substance use, sex work, and/or HIV and HCV prevention. Two (2) years of experience which must have been at a supervisory level. Skills in the areas of safer injection and safer drug use techniques and overdose prevention, HIV and HCV prevention and treatment preferred. Experience must also include a minimum of three (3) years in developing, managing, and/or monitoring compliance of harm reduction programs geared to individuals with substance use disorder (SUD), HIV or HCV, and/or engaged in sex work.

A master’s degree may be substituted for one (1) year of qualifying professional experience. A Ph.D. may be substituted for two (2) years of qualifying professional experience.


Duties Description Under the supervision of the Associate Commissioner for the Division of Harm Reduction, the Addictions Program Specialist 4 (Harm Reduction) is responsible for harm reduction program activities. Duties include, but are not limited to:

• Supervises and directs the activities of Addictions Program Specialist 1-2 (Harm Reduction) and other assigned staff
• Directs day-to-day operations for the program
• Serves as an agency expert in harm reduction
• Functions with a great deal of independence in drafting, developing, implementing, and monitoring harm reduction policies, plans, projects, procedures, and services
• Develops, reviews, and provides oversight of monitoring, narrative and data reports
• Develops new harm reduction initiatives
• Develops and provides education, training, and guidance to OASAS providers and community on harm reduction
• Oversees and assesses Harm Reduction Project outcomes, program performance, program outcomes, and quality improvement activities
• Maintains communication with funded organizations regarding program requirements
• Communicates with local government officials and local providers to resolve problems and/or discuss new services
• Represents OASAS at various intra/inter-agency or external meetings and forums to ensure all harm reduction services are addressed appropriately and in required timeframes
• Serves as an assistant division director

*Some travel required – approximately 20%
