Minimum Qualifications Bachelor's or higher degree.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Preferred Qualifications: The preferred candidate will have experience in program and contract management; the ability to work with a diverse group of professionals; excellent written and verbal communication skills; excellent organizational skills with the ability to prioritize multiple assignments; some knowledge of federal and State regulations with regards to budget development; and the ability to use Microsoft Word and Excel applications.

Duties Description The Health Program Administrator (HPA) will be actively engaged in contract management in the Western Region Division of the Hunger Prevention Nutrition Assistance Program
(HPNAP). Duties will include analyzing, tracking, and reporting on program activities and contract deliverables such as line-item submissions and monthly vouchers using appropriate spreadsheets, and databases. The incumbent will report fiscal problems or discrepancies to Contract Managers; review and track initial annual budget submissions for completeness; follow-up on discrepancies; assist in voucher trace and program reviews in office or on-site; and coordinate and establish budget and track expenditures.
