Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The minimum qualifications are as follows:

Promotional Qualifications: You must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as an Investigator 1, Investigator 1 (Chinese Language), Investigator 1 (Korean Language), Investigator 1 (Spanish Language), Investigator, Investigator (Spanish Language), License Investigator 1, License Investigator 1 (Chinese Language), License Investigator 1 (Korean Language), License Investigator 1 (Spanish Language), Compensation Claims Investigator 1, or Rent Administration Investigator 1.
Only the title or titles listed are qualifying.

Open Competitive Qualifications: You must have five years of field investigation experience.
Field investigations are defined as the performance of independent, non-structured activities focused on substantiating the occurrence of violations of laws and regulations. The kinds of duties associated with such work include the review of source documents and computer reports for leads; the interview and interrogation of witnesses and suspects; the gathering of various types of evidence (i.e., documentary, physical, photographic); the writing of complex narratives summarizing case origins, activities, discoveries, conclusions, and recommendations; and giving sworn testimony at administrative hearings or criminal proceedings. Experience in auditing, interviewing, building security surveillance, traffic enforcement duties, or performing routine inspections or surveys using a standard checklist will NOT be considered investigation experience.

Substitution

A bachelor's degree or higher in criminal justice, criminal justice administration, criminology, police science, or police studies may be substituted for three years of the required experience. Other college study may be substituted, at the rate of 15 semester credit hours equaling six months of experience, for up to two years of the required experience.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. The minimum qualifications for Provisional appointment are: You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as an Investigator 1, Investigator 1 (Chinese Language), Investigator 1 (Korean Language), Investigator 1 (Spanish Language), Investigator, Investigator (Spanish Language), License Investigator 1, License Investigator 1 (Chinese Language),License Investigator 1 (Korean Language), License Investigator 1 (Spanish Language), Compensation Claims Investigator 1, or Rent Administration Investigator 1.

Duties Description Under the direction of the Chief Investigator, the incumbent will conduct investigations of alleged criminal activity, misconduct, and other wrongdoing within the Department of Transportation, as well as investigations into any entity or individual conducting business with NYSDOT, or where NYSDOT may be a party of interest. Duties will include but are not limited to:

• Perform sensitive and complex investigations using a variety of investigative techniques, requiring knowledge and interpretation of laws, rules, and regulations.

• Review complaints, plan the scope and method of investigation;

• Gather, verify, review, and analyze data;

• Identify, gather, and maintain evidence;

• Conduct interviews and interrogations;

• Perform physical and electronic surveillance;

• Write reports of investigative findings, and/or make recommendations consistent with findings and agency policy and practice;

• Testify at trials and administrative hearings;

• Prepare periodic status reports for higher level staff;

• Conducting joint investigations with Federal, State and local authorities;

• Leading an investigative team and/or supervising other investigators may also be required.

This position is based out of Albany, NY and requires occasional travel throughout New York State. Current or prior Law Enforcement experience is preferred but is not required.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required, but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
