Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Master’s degree AND four years of professional experience where your primary duty is research. Two years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable).

PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education Research.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Research.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• Master’s degree AND four years of professional experience where your primary duty is research. Two years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable).

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have master’s degree AND four years of professional experience where your primary duty is research. Two years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable). Provisional candidates must take the examination for Associate in Education Research when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Education Research position in the Office of Education Policy. This position will support multiple offices and projects under the Office of Education Policy and Office of the Commissioner. The mission of NYSED is to is to raise the knowledge, skill, and opportunity of all the people in New York and this is a key position to support this work by ensuring data is available to help drive organizational and programmatic decision making. Duties of this position include, but are not limited to, the following:

• Facilitate data reporting, collection, and analysis for the Assistant Commissioner of the Office of Education Policy (OEP) and the program offices overseen by OEP including the Office of Religious and Independent Schools Support and the Office of Indigenous Education;
• Communicate with internal and external constituencies regarding data collection, reporting, and analysis according to State and Federal laws and regulations;
• Answer general and specific questions regarding program-specific data inquiries;
• Create presentations for a variety of internal and external stakeholders pertaining to data and data analysis;
• Conduct standard and ad-hoc data analyses as directed;
• Support the Assistant Commissioner and program staff with regard to data requests;
• Develop and maintain data systems to collect, store, analyze, and report data;
• Serve as a liaison between OEP and the New York State Education Department’s (NYSED’s) Information Reporting Services Office;
• Assist program staff in oversight and monitoring functions with a focus on data and analytics;
• Respond to research inquiries;
• Serve as a point person for research and other stakeholders interested in data pertaining to both OEP and NYSED’s program offices; and
• Facilitate transparent, real-time reports and information to best support positive educational outcomes for all students, with a special emphasis on historically under-served populations.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. Verification of degree will be required at the time of interview for all candidates. This position will require (5%) in-state/Statewide travel.

This position leads to a maximum salary of $117,825 based on annual performance advances.
