Duties Description Section Overview:

The Department of Environmental Conservation’s Office of Environmental Justice (OEJ) works to address environmental issues and concerns that affect primarily low income and minority communities through grant opportunities, enforcement of environmental laws and regulations, consultation, guidance, and enhance public participation.

An Environmental Program Specialist 2 would supervise the administration of Office of Environmental Justice’s grants program.

Specific Duties
An Environmental Program Specialist 2 is responsible for managing the varying aspects of OEJ’s grants program, including the administration of existing grant offerings, the drafting of requests for applications, the management of contracts, outreach to current and potential grantees, the development of new grant offerings and a providing a broad range of policy, technical, and analytical support.

Typical activities might include reporting on and making recommendations, based on your own investigations, environmental impact analysis, pollution prevention, and researching and disseminating green infrastructure information.

Responsibilities include but are not limited to:
• Assess the potential for environmental justice initiatives to be incorporated in programs and other opportunities;
• Foster communication and education within DEC and between agencies, municipalities, and organizations;
• Develop and implement program policies and procedures;
• Prepare and interpret rules and regulations;
• Assist with OEJ grant development and implementation including:
o securing approvals;
o drafting requests for applications (RFA);
o coordination of grant application review;
o outreach and communication to potential applicants and awardees;
o creating award letters;
o contract development;
o managing portfolio of active contracts;
o auditing payment packages and entering payments;
• Responsible for training/onboarding new Environmental Program Specialists about the grant program and creating fair and equitable system for assigning work tasks.
• Provide non-engineering technical assistance and information to consultants, public officials, and the public;
• Collect data, review alternatives, and perform qualitative or quantitative policy analyses;
• Write technical or programmatic reports;
• Develop, implement, analyze, and evaluate programs;
• Develop and implement expenditure plans, procure external funding sources, collect and forecast the impact of funding and/or organizational change efforts;
• Assist with the development of environmental public information campaigns including workshops, public meetings, and other outreach events;
• Represent OEJ at internal and external meetings, effectively communicating the Office’s policies, contributing insights and fostering collaborative relationships.
• Familiarity with creating and maintaining mapping and GIS projects for internet and internal use;
• Assist other staff on additional program areas as outlined by the director.
The candidate must be able to work with DEC fiscal staff, ITS staff, contractors, project managers, attorneys, staff from other State agencies, and the public. The EPS2 will perform work that is time critical in nature, and accuracy is essential.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
