Minimum Qualifications Open Competitive: A bachelor’s or higher-level degree in Computer Science, Computer Information Systems, Management Information Systems.

A bachelor’s or higher-level related degree with eighteen credit hours in Computer Science.

NYS HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Duties Description Under the direction of an Information Technology Specialist 3, SG23, within the Chief Technology Office, Business Applications Services, Health and Human Services Portfolio, this position will be assigned to complete work associated with the Office for People with Developmental Disabilities (OPWDD’s) critical Acumatica System, which is used to track over S35,000,000 of personal funds for individuals under the care of OPWDD. Duties will include but are not limited to:

• Gather requirements using different methodologies: interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis.
• Analyze business needs, Acumatica functionality and the functionality of various OPWDD systems to design and document interfaces. Develop test plans and assist in the development of data conversion plans.
• Analyze all licensed functionality of the Acumatica ERP system and determine where functionality can be leveraged to meet OPWDD business needs.
• Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
• Communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts as needed: Functional requirements, Business Requirements Document, Use Cases, GUI, Screen and Interface designs.
• Provide strong analytical and project management skills to interpret critical business needs and translates them into application and operational requirements.
• Define, create and customize reports using Acumatica Report Designer and Crystal Reporting Tools.
• Provide strong verbal and written communication skills and interact professionally with a diverse group of executives, managers, and subject matter experts.
• Serve as the conduit between the customer/user community (internal and external customers) and the project development team, through which requirements flow.
• Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
• Assist with training on new business processes and new Acumatica ERP features.
• Create test plans, including test cases, test scenarios, and validation criteria for customizations, configuration changes and interface modifications.
• Provide second level support for the Acumatica ERP system as needed.

Additional Comments Some positions may require fingerprinting.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
