Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Non-Competitive Minimum Qualifications:
• Senior Budgeting Analyst (Salary Grade 18, current starting salary $65,001, job rate $82,656): A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions.
• Budgeting Analyst Trainee 2 (NS Equated Salary Grade 14, current starting salary $52,198, job rate $66,634):
A bachelor's degree and one year of professional experience in budget estimation, justification, and expenditure control functions.
• Budgeting Analyst Trainee 1 (NS Equated Salary Grade 13, current starting salary $49,363, job rate $63,169):
A bachelor's or higher degree.
Minimum Qualifications Substitution:
a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Competitive Minimum Qualifications:
• Candidates must have one year of permanent, contingent-permanent, or 55b/c service as a Senior Budgeting Analyst.
OR
• One year of permanent, contingent-permanent or 55b/c service in a qualifying title at SG-11 or higher and eligible for transfer via 52.6 or 70.1 of the Civil Service Law.
OR
• Reachable on the Professional Careers Opportunities (PCO) eligible list or OAG Department’s Public Administration Trainee Transition (PATT) list. Appointments from the PCO or PATT must serve a two-year traineeship that leads to the SG-18.
Duties Description Under the supervision of the Associate Budgeting Analyst in the Budget and Fiscal Management Bureau, the incumbent will perform a variety of budget related duties, including, but not limited to:
• Working with assigned bureaus to approve, monitor and recommend allowable budget expenses;
• Preparing statistical, narrative or analytical reports for both personal and non-personal service spending using Microsoft Office products;
• Retrieve, analyze and present information from the financial management systems;
• Assisting with the preparation of the agency budget requests;
• Administering the agency grant requests and the associated reporting requirements;
• Reviewing, evaluating and comparing prior year and current year expenditures;
• Preparing written presentations for agency staff;
• Forecasting future cash expenditures;
• Reviewing and analyzing new legislation, new and proposed changes to existing programs and provide explanation of their fiscal impact;
• Preparing budget and general ledger journals; and
• Developing and revising operating procedures.
• Perform other duties as assigned.
