Health Systems Specialist Trainee 1:
A bachelor's degree or higher.
Health Systems Specialist Trainee 2:
A bachelor's degree and one year of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.
Health Systems Specialist 1:
A bachelor's degree and two years of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.
Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Duties Description The Office of Health Insurance Programs (OHIP) is responsible for operating the State's Medicaid program, which provides coverage to over 7.5 million members and totals over $100 billion in annual expenditures. OHIP is made up of Divisions ranging from policy development and management, finance and rate setting, data analytics and analysis, health plan contracting and oversight, communications, administration, Medicaid eligibility, and systems and operations. The Health Care System Specialist 1 position aides to develop, implement, and monitor health regulatory and surveillance programs to ensure that healthcare services and facilities meet professional standards of practice, appropriateness, and quality, and comply with laws, rules, and regulations. Incumbents observe and evaluate patient and resident care; investigate and make recommendations regarding facility licensure and/or certification; apply enforcement actions and monitor corrective action plans; and develop, implement, and evaluate health policies and procedures.
