Minimum Qualifications You must be a qualified employee of the New York State Department of Environmental Conservation and have had permanent competitive or 55-b/55-c service of one year as a Forest Ranger 1.

Duties Description The Division of Forest Protection’s Training Lieutenant requires experience and skill in training methodology, event coordination and personnel management. This first line supervisor will be highly visible and, will be expected to always represent the Division of Forest Protection in a professional manner. This Lieutenant will be involved in training and public relations and is expected to maintain their performance, appearance, and equipment at a high level. This position will assist the Division Training Captain with the administration of division training and will serve as the Division’s Use of Force Coordinator. The responsibilities of the Forest Ranger Training Lieutenant may include but not be limited to the following:
•Provide for the general administration of all Division training affairs held at theAcademy.
•Coordinate and facilitate any Division in-service training events.
•Provide direct supervision of all Division members during assigned in-service trainingsessions at the Academy.
•Liaise and coordinate with Division of Law Enforcement academy staff on joint trainingevents and resource sharing needs.
•Coordinate General Topics instruction and certification for Division members.
•Direct and coordinate training activities for all Division Subject Matter Experts andProgram Coordinators (WFR, Use of Force, Technical Rescue, etc.). This mayinclude, but not be limited to: Firearms, WFR re-certifications, Wildland Fire Training,Rope Rescue Training, Swiftwater, Helicopter hoist, etc.
•Develop annual training schedule and maintain current calendar of events.
•Direct and coordinate the Division Armorers and the activities related to maintenanceof Division owned firearms. If not currently an Armorer this supervisor must be willingto obtain and maintain this certification at the next available opportunity.
•Maintain and ensure the safe record keeping of all Division training records.
•Develop and assist SMEs with the development of all lesson plans.
•Facilitate development of new instructors as required to maintain instructor strength.
•Liaise with DCJS on Basic School and Use of Force related training requirements.
•Assist the Academy Director with the delivery of the Basic School for Police Officersfor new Ranger recruits.
•Coordinate training at other state and local training venues, i.e., Oriskany TrainingPreparedness Center, NFFPC, NYWIMA, etc.
•Assist with physical screening tests for new Ranger candidates and instructor re-certifications.
•Inventory and maintenance of Division issued training equipment.
•Prepare regular Academy reviews to command as required.
•Maintain the Division Training Database and Incident Qualification System.
•Assist with the preparation of the annual training report of Division activities.
•Enforce Academy discipline by ensuring that Division procedures are followed bytrainees.
The Forest Ranger Training Lieutenant is expected travel occasionally for on overnight training details. He/she will be eligible to receive advanced training in various educational methodology and advanced training courses within a particular recognized specialty.
This Forest Ranger Training Lieutenant shall be a DCJS “General Topics” certified instructor and be a certified instructor in at least one of the following topics: Firearms, Defensive Tactics, Physical Training, Reality Based Training. A member without specialized instructor certification as stated above must obtain it within one (1) year of appointment.
The Forest Ranger Training Lieutenant shall, time and opportunities permitting, work towards a DCJS “Master Instructor” rating for instructing and certifying new general topics instructors. A member without this certification must obtain it within five (5) years of appointment.
The Training Lieutenant will be directly supervised by the Division Training Captain. Travel to Albany will be required as necessary to maintain program continuity. The position will be assigned to an administrative FR2 item, the duties of which are ultimately determined by the division director and are subject to change based on programmatic needs. Travel to regional locations will be necessary to implement program priorities. Residency will be required within 65 straight line miles of an approved DEC regional office, sub-office, or other DEC facility as approved by the Director.
