To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.
Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):
A New York State Professional Engineer’s license and current registration AND either a qualifying bachelor’s degree as listed below OR one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities, OR One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Duties Description Duties/Responsibilities:
1. Supervise and develop staff, as assigned by, and coordinated with the Regional Water Engineer (RWE), to maximize outputs and morale. Ensure staff comply with time and attendance rules and all applicable policies and procedures. Assist with assignment and prioritization of workload and complete performance programs and evaluations. Provide productive feedback on a regular basis and keep the RWE informed of any issues;

2. Oversee compliance, perform inspections, and assist in enforcement actions at assigned SPDES facilities and programs including Construction Stormwater, MS4, Municipal, Industrial, PCI, and CAFO. Coordinate with other divisions or agencies as applicable;

3. Assist with permit writing and permit modifications for all regional SPDES permits as required;

4. Coordinate inspection and enforcement efforts with regional staff for Construction Stormwater in Chemung, Schuyler, Steuben, Seneca, and Yates Counties;

5. Review permit applications, construction plans and design reports as assigned using applicable standards and guidance. Provide direction to assigned staff performing review of engineering documents. Approve engineering documents that meet standards; and

6. Perform RIBS sampling, complaint investigation, and special assignments including Asset Management Program, Chesapeake Bay Coordinator and Region 8 HABs Coordinator.
