Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, Grade 18, or Health Program Administrator Trainee 1 or Trainee 2 (NS)
Transfer: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator, Grade 18, under Section 52.6 or 70.1 of the Civil Service Law.
Public Candidates: Active list candidate with a reachable score on the Professional Career Opportunities (PCO) eligible list (26-570), OR qualified 55-b/c candidate in possession of a bachelor's or higher degree. OR candidate in possession of a bachelor's or higher degree that qualifies under the NY HELPS program (https://www.cs.ny.gov/help/)
Preferred Qualifications: Degree in Public, Business or Health Administration. Proficiency in Microsoft Office applications, excellent interpersonal skills; highly organized and able to work proactively; ability to interface and interact professionally with various levels of staff; excellent communication skills.
Duties Description The Health Program Administrator position will be located in the Metropolitan Area Regional Office (MARO) in New Rochelle, and will perform professional administrative functions to support MARO operations. Reporting to the Director of Administrative Services, the incumbent will act as liaison for administrative processes between the Department of Health Central Office and the regional office; act as primary point of contact for the location regarding operational, logistical and administrative activities related to the New Rochell office. This includes, but is not limited to, managing the daily operational needs of the office; serving as the liaison for the department with local landlord and building maintenance staff to insure safe operations of the building, regional ITS end user services, and contracted service provider(s) for the repair, maintenance and installation of equipment (copiers, printers, video conferencing, etc.); working with personnel in the regional office, supporting the onboarding and off-boarding of staff in the office; purchasing furniture, supplies and other needs with approval of their supervisor and requesting program(s); interfacing with Department Human Resources and Operations Management Unit as well as Fiscal Management Units; and, if assigned, acting as the vehicle coordinator for the office location.
Additional Comments Permanent, full-time appointment. An annual Downstate pay adjustment of $3,400 will be added to the salary stated above. Transfer candidates, you may be asked for a social security number to verify your transfer eligibility. Occasional travel throughout New York State to areas not served by public transportation may be required (5%). Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
