Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Engineer Technician Trainee:
Either 1. one year of experience assisting in engineering, engineering technology, engineering management technology, architecture or architectural technology, environmental technology, electronics, electronics technology, landscape design, materials laboratory technology, drafting or surveying, AND graduation from high school or possession of diploma issued by a recognized educational authority;

Or 2. 18 semester credit hours of college course work in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, electronics, or electronics technology;
Or 3. graduation from a high school technical program (recognized by an accrediting agency as meeting acceptable program practices and standards) in CAD/CAM, construction technology, drafting, engineering, engineering graphics, electronics, or electronics technology.
Note: Upon successful completion of the 52-week traineeship, candidates will be automatically advanced to the Senior Engineering Technician position (SG-13).

Senior Engineering Technician: In addition to the Trainee requirements listed above, you must also have:
Either 1. two years of experience assisting in engineering, engineering technology, engineering management technology, architecture or architectural technology, environmental technology, electronics, electronics technology, landscape design, materials laboratory technology, drafting or surveying; and graduation from high school or possession of an equivalent diploma;
Or 2. an associate's degree in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, electronics, or electronics technology.
Substitution: a certificate in CAD/CAM, construction technology, drafting, engineering, engineering graphics or electronics, may substitute for one year of the experience; or 36 semester college credit hours in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture or landscape design, drafting, forestry, surveying, aeronautics, electronics or electronics technology may substitute for experience at the rate of 18 semester credit hours equaling one year of experience.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The Region 4 Design Group plans to fill Engineering Technician Trainee / Senior Engineering Technician positions in the Highway, Structures or Bridge Safety Assurance sections. As a Principal Engineering Technician, you would perform complex and technical activities in support of various engineering projects and/or design sections.
Within the Highway and Structure design units the incumbent would perform or be responsible for completion of a variety of entry level design related duties that may include but are not limited to:
• Assist in the design of simple projects or parts of more complex projects
• Assist in preparing special specifications
• Assist in preparing plans through proficiency in CADD drafting software
• Assist in preparing cost and quantity estimates for contracts
• Assist in checking and verifying the accuracy of design and contract plans and estimates prepared by others
• Assist in the coordination of utility related tasks
• Assist in asset management activities
• Assist in the development of CAD survey base mapping
• Assist in the development of ROW maps and highway boundary determinations
Within the Bridge Safety Assurance unit the incumbent would perform or be responsible for completion of a variety of entry level tasks related to bridges within the region that may include but are not limited to:
• Assist in ensuring that correct and current data about the Region’s structures assets such as bridges, overhead sign structures, large culverts, and retaining walls is properly entered into the Department’s Enterprise Asset Management (EAM) system.
• Assist the Region’s Inspection Flag Coordinator in tracking and monitoring structural flags in EAM. Ass The Region 4 Design Group plans to fill Engineering Technician Trainee / Senior Engineering Technician positions in the Highway, Structures or Bridge Safety Assurance sections. Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
