Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS
The selected candidate must be reachable on the eligible list for this title and location under Civil Service Law, Rules and Regulations.

The selected candidate must be eligible for a 70.1 or 52.6 transfer under Civil Service Law, Rules and Regulations.

Provisional Appointment: In the event that an eligible list for this title does not exist, or has less than three acceptors, a candidate that has served one year as a permanent Tax Technician 2 (various parenthetic) may be eligible
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class examination for which they are qualified.
Promotional Minimum Qualifications:
You must be a qualified employee of New York State and have one year of permanent service as a Tax Regulations Specialist 1

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
-Seven years of accounting, auditing or tax examination experience. Substitutions: an associate’s degree including or supplemented by 6 semester credit hours in accounting, auditing and/or taxation may substitute for two years of experience. A bachelor’s degree including or supplemented by 6 semester credit hours in accounting, auditing, and/or taxation may substitute for four years of experience.

Duties Description • Draft guidance documents that explain technical tax issues such as technical memoranda, tax bulletins, publications, tax forms and instructions for both paper forms and web applications, webpages, and FAQs for the web and update guidance document tracking system; and review any draft guidance documents prepared by other staff;

• Effectively communicate, both verbally and in writing, to provide guidance, and supervision to any assigned staff through leadership and training;

• Review for technical accuracy and comment on documents drafted by others, including proposed legislation, draft regulations, draft advisory opinions, and audit guidelines;

• Review other tax related material such as Administrative Law Judge (ALJ) determinations, Tribunal decisions, court cases, and enacted Federal and State tax legislation;

• Keep apprised of pertinent technical, legal, policy and economic developments; read pertinent articles appearing in tax journals;

• Navigate various computer systems, applications and electronic reference tools; perform legal research using a variety of electronic and/or manual resource tools;

• Travel when needed to attend meetings and confer with Department staff and, at times, representatives of other State agencies, tax practitioners and industry representatives;

• Communicate effectively, both verbally and in writing, in response to technical inquiries from legal representatives, taxpayers and other department staff and updated the contact database;

• Speak before taxpayers, tax practitioners and Department personnel to explain various aspects of the Tax Law, Regulations and Department policy;

• Adhere to Department's time and attendance rules and regulations;

• Create and submit various administrative reports such as probation reports, performance evaluations, and monthly narrative reports for any assigned staff;

• Adhering to Department policies and procedures, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules and discipline procedures; and
• Performing such other duties that are necessary for the efficient operation of the unit or that may be assigned by the TRS3 or TRS4. These duties will vary depending upon the unit to which the TRS2 is assigned.
