Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required experience: Eight years of experience planning, directing, and coordinating the storage and distribution of physical products and materials in a warehouse, product distribution center, or mail distribution center. Three of the eight years of experience must include the direct supervision of warehouse, product distribution, or mail distribution center staff.
Applicants possessing a degree in a related field will be credited with non-supervisory experience as follows:
• Bachelor’s degree: 4 years
• Master’s degree: 1 year additional non-supervisory experience
• Doctorate degree: 1 year additional non-supervisory experience
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description • Serve as the Director for State and Federal Surplus Property within OGS Support Services.
• Oversee the NYS online auction platform compliant with New York Consolidated Laws, State Finance Law Section 167, and the Transfer and Disposal of Personal Property.
• Coordinate with our agency's Media Services Center on marketing campaigns for the sale of surplus property through our online platforms.
• Ensure compliance with federal and state requirements by studying existing and new legislation, enforcing adherence, and advising management on actions needed.
• Coordinate with agencies to manage the receipt and redistribution (transfer or sale) of surplus property from various storage locations throughout NYS.
• Assist in the development, review, and approval of work standards and operational procedures.
• Establish schedules that utilize program personnel and equipment in an efficient manner.
• Train and advise program personnel on requirements.
• Investigate and resolve customer and service complaints.
• Participate in the development of annual budget requests and fiscal projections for use in the preparation of the program budget request.
• Achieves financial objectives by reviewing monthly financial statements; scheduling expenditures; analyzing variances; initiating corrective actions and preparing budget recommendations.
• Review key performance indicators, metrics, reports, and documents as well as attend meetings to determine present activities and predicted trends in each program area.
• Creates, reviews, and revises reports and documents from program staff to OGS Executives.
• Participate in the agency internal controls program through the review and critique of annual testing submissions and vulnerability assessments.
• Perform management analysis and organization studies to review existing policies and procedures, recommending changes for improvements as necessary.
• Promote continuous improvement by coordinating efforts to increase efficiency and economy in the provision of goods and services.
• Schedules and assigning employee tasks, monitoring work activities, identifying gaps, and initiating corrective actions.
• Maintains staffing levels by recruiting, selecting, orienting, and training employees.
• Perform the full range of supervisory duties.
Notes:
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required. Operation of a motor vehicle is required.
• Travel is required for surplus screenings, compliance visits, and public auctions.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
