Minimum Qualifications Vehicle Safety Field Office - Region 1 is currently accepting applications for Body Repair Inspector, G-16 or Body Repair Inspector Trainee 1, G-NS (Equated to G-14). Counties included in Region 1 include: Nassau, Suffolk. To be eligible for appointment, candidates must meet one of the minimum qualifications below:

NY HELPS*:

A) Body Repair Inspector, G-16: Five years of experience in automotive body repair or as an automotive body repair instructor for five years of experience as described above, acquired within the last ten years.

B) Body Repair Inspector Trainee 1, G-NS (Equated to G-14): Three years of experience as described above, acquired within the last ten years.

The Body Repair Inspector title series includes various languages such as: Chinese, Creole, Italian, Korean, Russian, and Spanish. Please note: For a language title, YOU WILL BE REQUIRED TO TAKE AND PASS the Civil Service Language proficiency exam at a level that will ensure the ability to perform the duties of the position.

Transfer:

One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 12 or higher eligible for transfer and deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Reinstatement:

If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.

55b/c Appointment:

This position is eligible for 55b/c designation and candidates with 55 b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55 b/c consideration, candidates must satisfy at least one of the Open Competitive qualifications.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description Duties Description: A Body Repair Inspector conducts investigations to review and resolve consumer complaints involving body repair and other automotive services; inspects body repair shops and other facilities for compliance with applicable laws, rules and regulations. Under the general direction of a Senior Automotive Facilities Inspector:

• Investigates consumer complaints involving non-quality repair work, improper inspections, unauthorized work, fraudulent repair, inadequate working condition of - 2 - vehicles at time of sale, overcharging, improper diagnosis and other deceptive practices.
• Interviews consumers, facility owners and other parties to determine the validity of complaints or violations.
• Gathers, labels, and prepares case evidence, and recommends and conducts concealed identity investigations when appropriate.
• Drafts narrative case reports that summarize the findings and recommendations for all investigations.
• Examines vehicles, vehicle components, and documents, and appraises and evaluates completed repair work to determine if quality work has been performed and meets acceptable standards.
• Writes physical damage reports and analyzes and deciphers insurance company vehicle damage estimates.
• Appraises financial losses of consumers and recommends restitution amounts.
• Resolves questions regarding dealer responsibilities in registering and retitling rebuilt or impounded vehicles.
• Determines if service providers follow proper repair procedures involving computerized or electronic diagnostic equipment.
• Investigates customer appeals of emission inspection waiver denials due to unsatisfactory repair work and resolve disputes.
• Serves suspension and revocation orders issued against automotive facilities.
• Provides technical advice and training to Department of Motor Vehicles personnel as required.
• Conducts vehicle inspection certification classes for individuals wishing to become certified by the Department.
• Serves as liaison to various industry, consumer and public interest groups, and addresses various groups regarding vehicle safety programs.
• May conduct inspections of automotive facilities applying for various licenses.
• May develop and prepare case exhibits for the hearing, serve civil penalty orders and testify as an expert witness in civil court.

Additional Comments 1. These field positions are located throughout New York State and require extensive field work and daily travel within a designated region of assignment. Appointees to these positions will be required to operate a motor vehicle; therefore, you must possess a driver’s license valid in New York State at the time of appointment and continuously thereafter.
