Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Permanent Qualifications:

Current permanent status as a Code Compliance Specialist 2, G-23, with one year of permanent competitive service ~ OR~ Reachable for appointment from the Code Compliance Specialist 2 eligible list.

In the event that a canvass of the eligible list for the Code Compliance Specialist 2 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment.

To be considered for provisional appointment, candidates must meet the following qualifications:

One year permanent competitive or 55-b/55-c service as a Code Compliance Specialist 1.

OR NY HELPS qualifications:

A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor's or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience OR an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience as described below; OR seven years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.

**Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above.
*Qualifying Experience: Experience in any combination of:
Either 1. the enforcement, inspection, development, or teaching of building codes or fire codes;
Or 2. the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.
NON-QUALIFYING EXPERIENCE: Experience performing design, construction, or inspection of bridges and/or highways; labor law, wage or health and safety inspections/investigations not primarily related to
building codes or fire codes; experience as a firefighter where responsibilities do not include conducting fire code or building code inspections as a primary assignment; and clerical or support duties associated with fire or building code inspections are NOT considered qualifying experience. This list is not all inclusive.

In the event that a provisional appointment is made, the provisional employee will need to successfully complete the competitive examination for Code Compliance Specialist 2 when next given and be reachable for appointment on the resulting eligible list. If the provisional employee does not pass the competitive examination, or is not reachable for appointment, they may not be able to be retained in the position.

Duties Description The Code Compliance Specialist 2 will perform duties that include but are not limited to:

• Assist providers in the planning and preparation of short- and long-term maintenance plans to ensure facilities follow the NYS Uniform Fire, Building, and Energy Codes,
• Resolve emergency issues that entail assisting in identifying the scope of work, and reviewing and verifying costs associated with the situation and addressing client safety,
• Collaborate with other governmental agencies such as the DEA, other state agencies and municipalities to achieve compliance with their regulations,
• Conduct more complex and follow-up inspection assignments, and provide guidance to voluntary providers,
• Perform the more complex duties and assignments of Code Compliance Specialist 1s,
• Supervise and oversee the work of Code Compliance Specialist 1s,
• Develop and monitor non-agency funded construction projects,
• Work with other bureaus (Capital Management, Certification, Budget, etc.) to ensure agency objectives are met,
• Serve as assistant to the unit manager.

This position involves approximately 30% travel which may include locations not served by public transportation.

The salary range for this position is $84,156 - $106,454 which includes a $3,400 downstate adjustment applied to the annual salary.
