Minimum Qualifications For Senior Administrative Analyst, SG-18: Open to NYS employees with one year of permanent competitive service as a Senior Administrative Analyst OR in a title SG-16 or above and eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Qualifications for Administrative Analyst Trainee, NS:
Open to NYS employees with one year of permanent competitive service as an Administrative Analyst Trainee, NS; OR in a title SG-11 or above and eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Candidates with at least one year of permanent competitive service in a title allocated to SG-11 or higher who have standing on the PCO eligible list, or who have a bachelor’s degree and are active on the PATT eligible list, may be eligible for transfer under the provisions of Section 70.4 of the Civil Service Law.

Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55b/c program must possess a bachelor's degree to meet the education qualifications. Please provide a copy of your letter of eligibility and a copy of your unofficial transcript with your response.

The salary range above applies to the Senior Administrative Analyst, SG-18 level. The hiring rate for candidates appointed to Administrative Analyst Trainee 1, NS, is $47,925. The salary at which you are appointed is determined based on the candidate's NYS salary at the time of hire. Candidates hired into the traineeship will be advanced to Senior Administrative Analyst, SG-18, upon the successful completion of a two-year traineeship.


This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

*An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Duties Description Under the direction of an Associate Administrative Analyst, within the Chief Risk and Data Privacy Office, the incumbent will be a critical part of the Privacy Office Team tasked with implementing policies and procedures that enable consistent and effective information privacy practices. Duties include, but are not limited to:
• Support operationalization and scaling of the privacy program, including compliance with applicable laws;
• Identify trends in privacy reporting and agency practices to detect risks and support refinement to ITS’ privacy policies;
• Support interdisciplinary teams to help build creative solutions to policy, legal, business, and other privacy challenges;
• Collaborate with cross-functional teams to develop, implement, and promote ITS’ Privacy program and associated policies;
• Monitor all privacy-related policies, standards, procedures and controls within the organization to identify vulnerabilities and risks:
• Monitor legislative and regulatory developments in the areas of privacy and cybersecurity and provide regular briefings to the Chief Privacy Officer and senior leadership;
• Assist in responding to internal and external privacy related inquiries, as well as providing analytical support for incident response and preparedness;
• Draft communication materials and progress tracking for privacy initiatives;
• Implement and use mechanisms for identifying and monitoring updates, milestones, and challenges in privacy work;
• Align cross-functional strategies to ensure success in operational execution;
• Generate project-related documents including status reports, presentations, meeting agendas and long-term documentation;
• Handle special projects and initiatives as assigned.
