Minimum Qualifications Minimum qualifications for provisional appointment: You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Professional Engineer 1 (Civil) and a New York State Professional Engineer's License with current registration.
Reassignment: Currently in the title and an employee of DEC
Reinstatement Eligible: Previously held the title on a permanent competitive basis.
Transfer Eligible: one year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.

Duties Description These positions are in the Division of Operations. The Division of Operations serves as the centralized support service unit to design, build, operate, and maintain DEC's infrastructure. Engineering and technical functions are consolidated in the Central Office, while day-to-day operating and maintenance services are provided through regionalized staff across the state. The positions are in the Bureau of Design and Construction, and the Bureau of Maintenance and Technical Services. The primary responsibilities include the following:

The position serves as a manager for DEC infrastructure projects. The position also includes the development of engineering solutions and designs for assigned projects and may include providing technical assistance to regional personnel. It may involve consultant management as required to meet organizational needs.

This position also involves the development of construction project plans and specifications as well as support during project bid, design, and award phases through construction completion.

The position will coordinate and prepare various types of contract documents such as Construction Contracts, Purchase Orders, Estimates and/or Service Agreements.

The position may include involvement in the administration of the Job Order Contracting program (JOC), as well as the coordination JOC contractors.

The position may involve overseeing site, boat launch, dam, bridge, water/sanitary or fire tower design.

The position may include NYS Building Code Enforcement and Administrative duties for projects at Department facilities.

The position updates the Bureau Chief on the progress of assignments, monitors design and construction progress and manage associated payments, coordinates staff assignments, monitors workflow, and provides training to staff as required.

A background or expertise in the Adirondack Forest Preserve, DEC regulations, the Army Corps of Engineers, State and International Building Codes, energy efficiency and other guidelines related to building and site design is preferred.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
