Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Health Care Surveyor 3, G22, or Community Nursing Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the Non-competitive minimum qualifications listed below.
Non-Competitive: Possession of a license and current registration as a registered professional nurse in New York State and three years of post-licensure, specialized professional administrative or professional clinical experience. Substitution: a bachelor’s degree in nursing may substitute for one year of post licensure clinical nursing experience. A master’s degree in nursing may substitute for two years of post-licensure clinical nursing experience.
Preferred Qualifications: Experience with Medicaid Managed Care plans and Medicaid policy.
Duties Description ??The Health Care Surveyor 3 in the Bureau of Program Implementation and Enrollment will serve as a critical member of the Bureau’s program implementation and policy team. The incumbent will be responsible for supervising and training lower-level staff, conducting clinical and policy-level reviews of In Lieu Of Service (ILS) requests and serving as a liaison with state and federal partners related to these requests. The incumbent will interpret state and federal policies, rules, and regulations; and represent the Bureau of Program Implementation and Enrollment at meetings and public forums. The incumbent will serve as a policy and surveillance expert for the Integrated Benefit (IB) Dual program. The role requires developing work plans, interpreting regulations, ensuring programmatic quality assurance, performing staff and program assessments, providing expert advice, managing teams, training, and policy development to ensure ILS and IB Dual Program compliance. This will include participation in preparation of survey and surveillance of Managed Care plans. ?
Additional Comments Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 22 ($90,464 - 101,197) and an additional Geographic Pay Differential of $20,000.
