Minimum Qualifications Reassignment/Transfer: Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant (G18) OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G13 and eligible to transfer to Senior Accountant (G18), Accountant Trainee 1 (NS) or Accountant Trainee 2 (NS) under Section 70.1 of the Civil Service Law. NYS HELPS*: Accountant Trainee (NS) - A bachelor's or higher degree in accounting, auditing, or taxation; OR a bachelor's or higher degree with 24 semester *credit hours in accounting, auditing, or taxation courses. Senior Accountant, G18- A Bachelor's or higher in accounting, auditing, or taxation OR a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation AND**two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.* Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24semester credit hours.** A master’s degree in accounting, auditing, or taxation substitutes for one year of qualifying experience.

Preferred Qualifications: Experience working with Local Health Departments (LHDs); Ability to prioritize multiple assignments and to work cooperatively in a team-based setting; Excellent written and verbal communication skills, including exceptional interpersonal skills; Good computer skills, including proficiency with Word, Power Point and Excel applications; Ability to analyze fiscal information, including knowledge of general accounting principles and practices.

Duties Description Comprehensive desk reviews of annual State Aid Applications and quarterly claims to determine the appropriateness of the submission, compliance with policies and procedures, and PHL §600 and 10 NYCRR 40; Analyze claims for spending patterns in core service areas; Maintain electronic State Aid data; Assist in training both DOH staff and municipal fiscal staff on requirements of the State Aid program; Clarify and interpret rules and policies regarding the Article 6 program; Participate on work groups as directed; Enter vouchers into SFS; Perform comprehensive desk reviews of miscellaneous service contract invoices to determine the appropriateness of the submission and compliance with policies & procedures; and Obtain additional documentation in key core services areas to ensure expenditures claimed are eligible for reimbursement.

Additional Comments Permanent, competitive full-time position. Appointment may be made at the full journey level or at a trainee level as appropriate.
