Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 2, Grade 23.
OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Medicaid Redesign Analyst 2, Grade 23, under Section 70.1 or 70.4 of the Civil Service Law.
Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.
Public Candidates: A bachelor's and three years of professional experience in the administration of a public health insurance program performing one or more of the following duties in a qualifying setting: participation in the development and/or implementation of programs, policies, procedures, and/or regulations related to the delivery, reimbursement, eligibility, coverage, and/or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, and/or efficiency of health care services; participating in the development, implementation, and/or oversight of health plan contracts with organizations that provide insurance coverage of health care services. Qualifying settings for this experience include, but are not limited to: health insurance companies; health research groups; local, State, and/or federal agencies; health policy think tanks; and health insurance exchanges. Examples of non-qualifying experience include answering phones; printing and copying; filing; data entry and word processing; office inventory management; database maintenance; opening, sorting, and routing mail; scheduling; and direct patient care activities.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: "Preferred Qualifications: Knowledge of NYS Medicaid, health facility cost reports and financial statements. Strong critical thinking skills, ability to solve problems independently, excellent written and oral communication skills. Experience with Microsoft Office Suite, database and analytical skills using Microsoft Excel.
The ideal candidate will have supervisory and audit experience.
Duties Description This Medicaid Redesign Analyst 2 (MRA2) position would manage all aspects of the Institutional Cost Report (ICR) function. This includes supervising ICR staff, writing specifications for changes or new exhibits to the ICR, reviewing Medicare transmittals and FASB updates for cost report changes, communicating with the software vendor and Department of Health (DOH) IT staff, database maintenance, testing software updates, troubleshooting and communicating with hospitals on reporting issues/questions. The MRA2 should have a familiarity with accounting principles and concepts, as well as Audited Financial Statements. The analyst would be responsible for drafting the presentation for the annual ICR road shows and presenting either in-person or via webinar. It will also be necessary to maintain the ICR public website by providing the necessary annual updates to the web team. The analyst would also be responsible for managing the annual ICR audits with a third party vendor. This includes overseeing that the necessary files are provided for each audit, participating in audit kick-off webinars and recurring meetings with the audit vendor, researching reporting issues, recommending changes to the audit process, reviewing exit dashboards and assisting with hospital communications. It is essential that the analyst works with the DOH contract management staff to assure that the ICR audit contract is renewed as needed. The analyst would be responsible for understanding the various Medicaid reimbursement methodologies of New York State hospitals through published regulations, State Plan Amendments (SPAs) and state statute. The analyst would also need to complete training for Medicaid claim databases in order to write simple and complex data queries in order to create various analytical queries.
Additional Comments For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
