Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Analyst Trainee 1: Bachelor’s degree or higher.
Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience. Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Senior Administrative Analyst, SG-18 level.
COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the PCO or PATT eligible list for this location; or eligible to transfer under Section 70.1, 70.4 or 52.6 of Civil Service Law.
This position is filled as a traineeship:
Trainee 1, equated to a grade 13: starting salary is $47,925.
Trainee 2, equated to a grade 14: starting salary is $50,678.
Successful completion of a two-year traineeship will lead to SG-18, starting salary $63,108.
Duties Description The Senior Administrative Analyst will provide professional administrative, and staff support to executives, program managers and other executive staff by overseeing budget, human resources, and business services activities that supports the staffing needs of CCD.
Initiates and prepares requests to fill vacancies.
Arranges and assists in conducting interviews.
Obtains and reviews credentials, references, and other documentation to support transactions and decisions about hiring and promotion.
Managing and facilitating new employee onboarding efforts.
Answers questions from program managers and staff about human resources laws, policies, and practices.
Provides information about employee benefits and obtains assistance in resolving problems.
Answer the telephone, respond to questions concerning policies and procedures and refer calls to appropriate staff members.
Provide direct supervision to subordinate staff.
Create, or supervise creation of written procedures for new work processes, or update existing written procedures as needed to capture any process changes, new contacts, etc.
Communicate effectively, both verbally and in writing, to respond to inquiries from Department staff.
Follow Department rules and division procedures and policies including the Code of Conduct, ethics practices, security and confidentiality rules.
Recommend or implement changes to administrative documents (including internal forms, org charts, contact listings), and oversee updates for section procedures to improve efficiency and effectiveness.
Gathering data and information for special projects.
Reviewing incoming correspondence, making recommendations for appropriate handling, and referring to other staff persons for reply if necessary.
Meet the Department's time and attendance rules and regulations.
