Minimum Qualifications Minimum Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Open Competitive:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. All interested promotional candidates must complete their online application here: New York State Career Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:

Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

Duties Description Under the direct supervision of the Assistant Aviation Bureau Director, and in coordination with appropriate airport/consultant personnel, the incumbent will support Aviation programs and services, and assist in the management and administration of projects and operations at state-owned airports, principally Republic Airport, but also including Stewart International Airport.

NOTE: While some experience in airport design, planning, or airport management is desirable, this position does not require prior experience in this area. The selected candidate will receive appropriate guidance and training in airport design concepts, Federal Aviation Administration (FAA) rules and regulations, and relevant issues related to Republic Airport.

Duties specifically for Republic Airport include, but are not limited to:
• Review plans, specifications and estimates for airport capital projects;
• Coordinate capital project reviews with consultant staff;
• Advise Bureau Director and airport staff on technical and operational issues;
• Supervise and coordinate staff work on code enforcement issues at Republic Airport;
• Project management, including budget and schedule tracking, for capital projects at Republic Airport;
• Consultant management, including preparation and review of consultant project scope, cost, and schedule, for capital projects at Republic Airport
General duties include, but are not limited to:
• Assist in implementation and management of Aviation Capital Improvement grant programs;
• Provide support for Aviation Capital Grant Program development and application scoring;
• Review plans, specifications, estimates, engineering design and construction agreements for airport grant projects;
• Work with Bureau staff in the review of Airport Master Plans and Airport Layout Plans for reasonableness and consistency;
• Perform airport safety inspections as requested (training will be provided);
• Lease and Request for Proposal (RFP) creation or analysis, as needed;
• Supervise one to three staff as assigned. Occasional travel will be required in connection with these duties;
Aviation experience is highly desirable


Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment
will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
