Minimum Qualifications Open Competitive: A bachelor’s or higher-level degree in Computer Science, Computer Information Systems, Management Information Systems.

OR

A bachelor’s or higher-level related degree with eighteen credit hours in Computer Science.

OR

A total of two years of experience in the following computer related areas: network, server, storage, and systems management; telecommunications; IT customer support and training; computer installation, diagnosis and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.

NYS HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Duties Description Under the direction of ITS 3, Grade 23, within the Labor, Workforce and Education Portfolio (LWE), Business Solutions/Department of Labor (DOL) the position will function as a Systems Analyst responsible for conducting analysis activities throughout all phases of the Software Development Life Cycle for systems supporting DOL business needs and applications.

Specific duties include, but are not limited to:

• Gather and analyze data in support of business cases, proposed projects, and systems requirements
• Develop both high level and detailed technical requirements for information systems including the functional specifications that define the business rules and the input, processing, and output details pertinent to the system operations and report programs
• Define requirements related to scalability, user growth, and concurrency requirements
• Assist in the planning, design, and development of new applications and enhancements to existing applications
• Assess system impacts, providing gap and process analysis as well as cost/benefit analysis for system changes
• Prepare and maintain System Functional Requirements Documentation (FSD) including:
o Technical/functional specifications to define requirements related to system interfaces, data retrieval and retention, request/response mechanisms
o Technical workflow models/diagrams
o Report(s) requirements documentation
o Business Rule specifications
o System Integration/Context Diagrams
o Batch job specifications
o Screen specifications
• Perform preliminary application testing (including the use of SQL to verify data is stored correctly), document test results, and track defects
• Participate in the Application Release and Change management process for Business Solutions programs to successfully support IT systems
• Assist with end user training activities
• Provide operational support including:
o Retrieving, analyzing, and interpreting data into usable recommendations/troubleshooting
o Acting as a liaison between the user community and internal IT resources
o Assisting with creation/maintenance of operational support documentation
o Assisting with root cause analysis
• Participate in work request intake, change management, project plans and schedules, and delivery acceptance
• Meet with decision makers, systems owners, and end users to define technical requirements and systems goals, and identify/resolve systems issues
• Verify that system security measures are appropriate and comply with Office of IT Services and agency defined directives
• Assist with developing unit, component, and integrated system test plans, and data with user input in various development environments
• Perform triage and analysis of production issues of multi-layered systems to determine best course of action and assignment to proper unit or technician for resolution
• Implement new and revised systems and ensure documentation and system security measures are appropriate and comply with agency, Office of IT Services, and New York State information security policies
• Maintain and analyze systems performance after implementation by testing and documenting system changes resulting from operation errors or system failures, changes in legislation, user requirements, or changes in the IT environment
• Report assignment progress and see assignment activities to completion
• Engage in knowledge sharing with team members and other teams

Additional Comments Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
