Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title G21 or higher and eligible to transfer under Section 52.6 of the NYS Civil Service Law and able to meet the non competitive minimum qualifications listed below.

Non Competitive Candidates via NY HELPS: A bachelor's degree included or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling AND three years of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of healthcare delivery systems, State and federal surveillance systems, health regulatory or policy analysis, or clinical outcomes.

• Ability to interpret requests and develop the necessary collection of data
• Strong attention to detail and ability to meet deadlines
• Ability to coordinate multiple tasks

Duties Description Under the general direction of the Program Research Specialist 4, the position will be responsible for performing research, evaluation and analytical studies relating to health care systems, health regulatory and policy analysis, and quality assurance related to professional medical misconduct (and the related public health law and education laws) and medical malpractice (and the related insurance law). Duties include, but are not limited to, the following:

1. Analyzes data and provides routine (monthly) and special reports for the Director’s Office and Regional Office managers on misconduct issues; performance measures; complaint sources; current caseloads, regional office and individual staff productivity reports; yearly comparisons of data and time line comparisons for the completion of investigations and case adjudication.

2. Monitors the Statewide collection of program related data and makes recommendations to the Director’s Office as to how and what information needs to be collected for existing and new initiatives.

3. Analyzes medical malpractice data for trends in claim volume, specialties of interest, geographic disparities, and other trends. Develops criteria for selection of claims for further review by medical coordinators.

4. Participate in the redesign of the investigative case management system and the medical malpractice data collection system including attending requirement meetings, reviewing documentation provided by the business analyst and quality assurance analyst, conduct user acceptance testing and report issues, questions, concerns and suggestions to the project team.

5. Manage the data aspects of the NYS Physician Profile contract, including review of monthly and annual reports produced by the vendor, work with staff to incorporate changes to the survey and website design and ultimately work toward the Department’s long-term goal of a practitioner database.

6. Manages projects for special studies, including creating and managing databases, follow-up, tracking status, and establishing and maintaining time tables as needed.

7. Compiles written reports and correspondence as necessary, including written recommendations based on evaluation findings.

8. Supervises subordinate staff.

9. Assists Central Office and Regional Office staff with additional duties as necessary.
