Minimum Qualifications Transfer: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Community Health Program Manager 2 (M3) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G27/M2 and deemed eligible for transfer under Section 70.1 or 52.6 of the NYS Civil Service Law.
Open Competitive: Ten years of professional public health experience in a public health agency or program.
An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
Preferred Qualifications: Master's degree in Public Health, Public Administration or a related field; three or more years of professional work experience related to the management of a large bureau or management of a large statewide program, knowledge of immunization recommendations and vaccine preventable diseases; a strong information technology background, significant experience with program planning, implementation, and evaluation. Preferred candidate should have evidence of a strong understanding of state government management processes, including fiscal, legislative and personnel, and poses excellent organizational and communication skills.
Duties Description The Division of Vaccine Excellence is seeking a Director of the Bureau of Vaccine Programs who will also serve as the New York State Immunization Manager to ensure optimal operations of statewide immunization programs. Reporting to the Associate Director of the Division of Vaccine Excellence, this position will direct large and multifaceted complex state vaccine programs including setting strategies and priorities, developing policy, and developing the state’s annual budget for vaccine programs. The position is responsible for an operations and vaccine budget of over $260 million. The bureau will encompass more than 40 full time employees. Duties include supervising other directors in the bureau, serving as the state lead for vaccine programs and performing other duties in the absence of Division leadership. Vaccine equity, vaccine access, and vaccine uptake across the lifespan underpin this work.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
