Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NY HELPS qualifications:

One year of clerical experience where most work time is spent performing keyboarding, data entry, chart compilation or arrangement, or various tasks involving typing into computerized systems. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.

Current permanent status as an Office Assistant 2 Keyboarding and qualified for lateral transfer ~OR~ Eligible for transfer via Section 70.1 of the Civil Service Law ~OR~ Reachable on the current Office Assistant 2 Keyboarding Civil Service eligible list.

* Prior to being considered for appointment, candidates may be required to pass a keyboarding test that demonstrates your ability to enter text using an alpha numeric computer keyboard, at a rate of at least 30 words per minute with at least 96% accuracy, if this has not been satisfied in a prior State position.

Provisional Qualifications:

You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as follows:

Either A. as a Data Entry Machine Operator, Data Entry Machine Operator (Spanish Language), Keyboard Specialist 1, Keyboard Specialist 1 (Chinese Language), Keyboard Specialist 1 (Spanish Language), Law Department Document Specialist Trainee 1 or Trainee 2, Office Assistant 1-Keyboarding, Office Assistant 1-Keyboarding (Chinese Language) or Office Assistant 1-Keyboarding (Spanish Language).

Or B. in an office assistant or clerical title allocated to Grade 5 or higher.

Only the titles listed are qualifying for these examinations. Service in a direct care title is not qualifying experience. Examples of non-qualifying titles are: Developmental Disabilities Secure Care Treatment Aide 1, Direct Support Assistant, Food Service Worker 1, Licensed Practical Nurse, Mental Health Therapy Aide, Security Services Assistant, and Youth Division Aide.).


Note: If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Non-Competitive Promotion (NCP) under Section 52.7 of the Civil Service Law: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates within OASAS apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications as outlined in the provisional qualifications.

Duties Description The Office Assistant 2 (Keyboarding) will:

• Process mail in an organized and timely manner
• Complete data entry of applications
• Develop working knowledge of Credentialing application processes
• Conduct preliminary review of applications to allow for processing
• Set up folders for Initial Applications
• Organize Renewal Applications for review
• Prepare bank deposits minimally twice weekly and track
• Monitor outstanding fees and documentation
• Issue replacement certificates
• Inventory and order supplies as needed
• Provide assistance to the Unit through assisting with filing, mailings, special request projects, primary phone responder
• Prepare letters relating to the Unit’s needs
• Create documents as needed
• Update the Credentialing Information System (CIS) with addresses and name changes
• Perform other duties as assigned.
