Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified

Qualifying Experience: a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, and/or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding and/or organizational change efforts; assisting with the development of environmental public information campaigns.

NOTE: a Juris Doctor, Master’s, or higher degree in a related field can substitute for one year of professional experience.

Duties Description The Environmental Program Specialist assigned to the Ambient Air Monitoring Quality Assurance Laboratory at SUNY East Campus will perform quality assurance on the NYS Ambient Air Monitoring Network and will be responsible for:

• Perform certifications (comparisons against designated standards) on ozone calibrators in the Ambient Monitoring Standards Lab on a continuous schedule, documenting all procedures and results.
• Perform certifications of portable audit equipment used by monitoring site operators to measure volumetric flow, temperature, barometric pressure, and other parameters, documenting and reporting results to ensure necessary policies and procedures are followed.
• Conduct technical systems audits at air monitoring sites including quality assurance on the sites logbooks and all data collected at the site. Evaluate data and develop technical reports on the results of the audits, ensuring all policies and procedures are followed.
• Monitoring, troubleshooting, and repairing air monitoring calibrators and analyzers used in the laboratory is necessary, documenting and reporting results as needed.
• Conduct quality assurance audits on air monitoring equipment, including continuous criteria pollutant ambient air quality monitors, particulate matter monitors, and zero air systems at air monitoring sites throughout the state.
• Perform performance evaluation program audits at monitoring sites. Obtain necessary certifications from the USEPA. Develop written reports, analyzing and evaluating program requirements.
• Generate written reports documenting equipment performance audits and certifications on all equipment and instrumentation used in the ambient air monitoring quality assurance program. Develop and review quality assurance policies and procedures, ensuring program meets the state and federal regulatory requirements.
• Analyze and track laboratory non-personal service funding and expenditures.

Essential Functions:
• Strong verbal and written communication skills and ability to present information and results.
• Able to possess and broaden working knowledge of technology intensive, mandatory programs, including an understanding of technical documents and drawings.
• Able to travel to meetings, sites, and outside conferences as required.
• Capable of dealing effectively with the public, government, vendors, consultants, and other outside entities.
• Able to understand and manipulate higher level computer software programs.
• Able to lift and move heavy equipment.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to work in adverse weather conditions. Travel may be required.
Overtime may be required. Overnight travel may be required. Must be able to lift and move objects up to 50 pounds. Telecommuting may be available, will be discussed at interview.
