Minimum Qualifications Permanent Transfer Candidate: Current NYS Dept. of Health employee with one year of permanent or contingent permanent competitive service as Health Care Surveyor 4 (Nursing) Grade 25 or current Dept. of Health employee with one year of permanent or contingent permanent competitive service in a title grade 23 or higher and eligible for transfer under section 70.1 or section 52.6 under civil service law and able to meet the non-competitive requirements below.
Non-Competitive Candidate (HELP Program): possession of a license and current registration as a registered professional nurse in New York State; a bachelor’s degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.
Preferred Qualifications: Long Term Care service or investigation experience. Demonstrated exceptional customer service and interpersonal communication skills, both oral and written, and a commitment to quality. Strong ability to multi-task while completing assignments timely and of a superior quality. Ability to develop and deliver focused educational opportunities for various audiences through interpretation of applicable guidance, policies, and regulations. Experience providing direct and indirect supervision in a remote work environment. Federal Surveyor Minimum Qualifications Test certification preferred.
Duties Description The incumbent will provide functional supervision of the regional program survey staff, including review for quality assurance records collected on inspection and associated inspection reports, ensure all databases are current, manage survey schedules, develop status reports, act in the absence of the program manager, develop strategies to reduce backlog while focusing on mission-critical functions, and provide education and support to team staff as needed. Additionally, the incumbent will manage complaints by reviewing triage level of all catalogued complaints, assigning surveillance staff as appropriate or performing a desk review where indicated, reviewing all associated inspection reports for appropriateness and quality assurance, preparing and/or performing complainant communication as appropriate, and ensuring that all relevant databases are current. To be successful both individually and to support the team, the incumbent will achieve federal minimum qualifications test certification within one year of hire, perform survey functions as needed for programmatic benefit, training, and/or purposes of assisting with mission-critical functions, perform surveillance functions to assess for regulatory compliance of both existing facilities and at those sites requesting new licensure or certification, review plans of correction for appropriateness, and perform related duties as assigned. To support constant improvement and growth, in addition to other duties as assigned, the incumbent will analyze program data to resource balance and inform programmatic decisions including but not limited to where to focus survey activities, necessary regulatory and policy amendments, and training needs; develop and deliver education to surveyors and provider staff both within the Capital Region and statewide as appropriate.
Additional Comments This position requires the successful candidate obtain federal Surveyor Minimum Quality Test certification within one year of start.
Posted Salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 20 ($102,342 - $114,444) and an additional Geographic Pay of $20,000.
